Description
The U.S. Army CECOM Life Cycle Management Command (LCMC) together with the U.S. Army Product Manager Forward Looking Infrared (PM FLIR) intends to solicit, on a Sole Source basis for up to 1000 each Azimuth Drive Assemblies (Az Drives), Azimuth Drive Armors (Armor Rings), and Armor Caps for the Commanders Independent Thermal Viewer (CITV). The current sole source provider is Raytheon Network Centric Systems (Raytheon), 2501 W. University Drive, McKinney, TX. A firm fixed price, five year, Indefinite Delivery, Indefinite Quantity type production contract is planned. The Az Drives, Armor Rings, Armor Caps are part of the Horizontal Technology Integration 2nd Generation Forward Looking Infrared Program which entails the production of CITVs, a platform-unique component that is currently used on the M1A2, and M1A2 System Enhancement Package (SEP) Abrams Tanks. Raytheon is the only known source that has produced the required items in and that has patented a critical component of the Az Drive, called the Shock Isolator Assembly. The Government requires deliveries of these items commencing not later than May 2009. Solicitation Number W15P7T-08-R-M204 has been assigned to this proposed acquisition. The United States Army CECOM Life Cycle Management Command (LCMC) has established an Interactive Business Opportunities Page (IBOP) website to allow electronic transmittal of Request for Proposals (RFPs) from CECOM to Industry. All parties interested in doing business with CECOM are invited to access, operate, send and receive information from the Business Opportunity Page at https://abop.monmouth.army.mil. After clicking on the link, on the drop down menu labeled Army Pre-Award, select CECOM-2008. Once highlighted, click Go. Next, you will be required to log on. If a username/password has not been obtained, please follow the directions below. Next, input the above RFP number into the Search box, and click on Search. After the RFP number is found, click on the highlighted RFP number; you will then be entered into the Solicitation folder. Lastly, download the files displayed at the bottom. Registration for a User ID and Password is available under USER SERVICES, USER REGISTRATION, in the center of the screen. It is the offerors responsibility to monitor this site for release of the solicitation and any subsequent amendments or information. The Department of Defense requires all contractors to be registered in the Central Contractor Register (CCR) to receive contract award or payment. See Numbered Note 22.
