Description
ANNUAL REPORT - EVALUATION OF EFFECTIVENESS OF NATIONAL YOUTH ANTI-DRUG MEDIA CAMPAIGN This is a sources sought notice and not a request for quotes. Responses shall be used to determine the availability of potential small businesses (e.g. 8(a), Service-Disabled Veteran Owned, HUBZone Small Business, Small Disadvantaged and Women Owned Small Business) that can provide the annual report. The government requires an independent contractor to prepare an annual report on the evaluation of the National Youth Anti-Drug Media Campaign. The campaign shall be evaluated in a manner that enables consideration of whether the national media campaign has contributed to reduction of illicit drug use among youth. The evaluation shall be completed by April 20 of each year. The effectiveness of the national media campaign shall be evaluated based on data from— 1. The Monitoring the Future Study published by the Department of Health and Human Services; 2. The Attitude Tracking Study published by the Partnership for a Drug-Free America; and 3. The National Survey on Drug Abuse and Health (formerly National Household Survey on Drug Abuse). 4. Data from other relevant studies or publications, including tracking and evaluation data collected according to marketing and advertising industry standards, may be included if approved by the COTR. Responses: Interested vendors are invited to respond to this request for information. Responses shall include Company Name, socio economic category, DUNS #, vendor address, telephone number, point of contact, email address and brief capabilities statement. Responses shall demonstrate relevant prior experience by providing a list of similar reports/studies generated by their company. The list shall include the report name, date and scope of the report/study, and a contact name and address for the recipient of each report/study. Responses to this announcement shall be sent to: Lisa Gossett, Contract Specialist, Phone 304-480-7213, Email psb3@bpd.treas.gov by 9:00 a.m., Eastern time May 13, 2008. Vendors are not to contact ONDCP regarding this procurement. All questions and comments are to be submitted to the points of contact listed. Contact with ONDCP may jeopardize any future proposals for the annual report submitted by or on behalf of a vendor. Note: This is the annual report required by ONDCP’s 2006 Congressional reauthorization. The government anticipates a future, separate action to provide recommendations on the development of improved and meaningful measurements of the effectiveness of the National Youth Anti-Drug Media Campaign.
