Description
The National Institutes of Health (NIH), National Institute of Alcohol Abuse and Alcoholism (NIAAA) intends to negotiate on a sole source basis with Oregon State University, Office of Sponsored Programs, Corvallis, OR 97331 to procure and test proprietary entities, DWJW0004 and DWJW0005 which are enantiomers of racemate DWJW0003 derived from parent compound DWJW00001. Once the two enantiomers are synthesized they will be tested for their Ki values on transporters of serotonin, norepinephrine and dopamine in vitro. In addition, the two isomers will be evaluated in six other receptor binding assays predictive of undesirable side effect profiles. Both isomers will be evaluated in vivo measuring extracellular levels of serotonin, norepinephrine and dopamine in prefrontal cortex and dopamine in the nucleus accumbens of freely moving conscious rates. The two isomers will also be tested for their effects of locomotor activity in rats. Oregon State University is the only know source capable of providing the required parent entity DWJW0001 and all of its derived compounds for this testing service. This action is under the authority of 41 U.S.C. 253 (1), as set forth in FAR 6.302.1. Only one responsible source and no other enantiomers entities will satisfy agency requirements. Interested may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However the Government will consider all responses received before the closing date of this announcement. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. It is anticipated that the Request for Quotation (RFQ) NIHDK2008017 will be available fifteen (15) days after the publication of this synopsis. Receipt of quotation will be due ten (10) days after the release of the RFQ. Request for the RFQ must be in writing to the National Institutes of Diabetes and Digestive and Kidney Diseases, 6707 Democracy Blvd., Two Democracy Plaza, Room 774B, Bethesda, MD 20892.
