- II. DRYVOY Boxes 1. Vessel(s) Required: A U.S. Flag or Foreign Flag self-sustaining RO/RO, LO/LO, or combination RO/RO-LO/LO vessel to lift approximately six (6) pieces of equipment totaling 970 MTONS and 2,186 square feet; shore side/portable cranes at the loading port will constitute LO/LO self-sustaining capability. The cargo consists of two (2) Mark V Boats with tractors and trailers. RO/RO vessels are required to have a minimum door clearance of 29’10”W x 22’11”H at the quarter stern ramp if applicable. In accordance with the Cargo Preference Act of 1904 and Section IIIA.3 of the Voluntary Intermodal Sealift Agreement (VISA) (see 69 FEDERAL REGISTER 25166-25168, May 5, 2004, or most current reference), preference will be given to U.S. flag vessels and VISA participants. 2. Cargo Description: LOA: 1304 inches Width: 218 inches Height: 240 inches Weight:Boats: 58 short tons each; Trailers: 13.7 short tons each; Trucks: To Be Provided 2a. Load: Liner In 2b. Discharge: Free Out 3. Loading Port(s)/Place(s): Load Port (SPOE): Subic Bay, Philippines 4. Lay time: Two (2) Days SSHINC, Discharge Port Only 5. Discharging Port(s)/Place(s): Discharge Port (SPOD): San Diego, CA 6. Laydays: Commencing:05 MAY 2008 Canceling:15 MAY 2008 Latest Arrival Date: 01 JUNE 2008 7. Terms/Conditions/Attachments added, deleted or modified: Additional Requirements: (Addendum to FAR 52.212-4) SEE RFP III. Instructions to Offerors Offerors shall use the guidelines set forth in Part X for submission of offers; however, at a minimum, offers must contain the following: (1) Offeror’s signature (2) Lumpsum price and demurrage/detention rate. (3) Set of completed boxes (Ref (b), pages I-1 through I-7, as applicable) (4) Completed Representations and Certifications (Parts XII and XIII, Ref (b)). (5) Speed of Advance (SOA) laden and detailed itinerary. (6) Load capacities of ship's gear/cranes/spreader bars, etc., that will service the assigned cargo spaces (or details of arrangements made ashore for vessel discharge). (7) Evidence of International Shipboard Port Security (ISPS) compliance (8) INMARSAT No. (9) If part cargo, state exact space available. (10) IAW FAR 52.212-1, U.S. offerors (and foreign offerors working in the U.S.) must be registered in the Central Contractor Registry (CCR) in order to be considered for award. To comply: provide a DUNS number with your offer. This number is required to verify registration and in order to register in the CCR. The DUNS number can be obtained by calling 1-800-333-0505. Register in the CCR by calling 1-888-227-2423 or through the MSC's website at http://www.msc.navy.mil, under “Contracts,” then "CCR." Note: Failure to submit all required information as requested could result in your offer not being considered for award. The successful offeror must provide electronic funds payment information to the office identified in Part VI. IV. Price Evaluation.
