- Description
- NASA/LaRC has a requirement for an annual maintenance renewal for aGovernment-owned Zeiss Varariable Pressure Scanning Electron Microscope (VPSEM). ThisMaintenance Agreement includes a Base Year and 4 Options years (consecutively). NASA/LaRC intends to purchase the items from Carl Zeiss SMT Inc., who is the only knowncompany that can meet the requirements for the periodic maintenance. The VPSEM is used inmaterials microanalysis studies in support of materials characterization and developmentof aeronautical and aerospace applications. VPSEM also supports studies such asShuttle's flow liner microcracking issues, and failure modes in Aging Aircraft alloys. Carl Zeiss SMT has the unique capability to supply the technical expertise needed tomaintain these devices, award to any other source would result in substantial duplicationof cost to the Government, which is not expected to be recovered through competition.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon April 30, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
