Description
The Intramural Research Center, National Institute on Aging, NIH, Laboratory of Neurogenetics (LNG) intends to negotiate and award a purchase order on a noncompetitive basis with MBF Bioscience, Williston, VT for the following: Stereo Investigator software for Design Based Stereology, Image Analysis, and 2D Anatomical Mapping. Includes six months of software support contract. Requires Windows 2000 or XP operating system, #SS-15; Stereo Investigator 3-year+Software Upgrade and Support Subscription, #NM-21; Virtual Slice Module, #NS-22; 3-axis Computer-controlled stepping motor system comprised of 4”x3” XY stepping stage with linear encoders (0.05um resolution), Z-axis motor (0.1um resolution), joystick, slide holder and internal CI 3-axis stage controller with interface to PC, #MS-86a; Software module for controlling motorized stage, #MS-S6; Color digital camera, ¾” chip, 1600H x 1200V active pixel output at 9 frames per second. Multiple alternative binning modes (up to 8x8 subframed) at faster frame rates. 36-bit color, 2 megapixel imaging. Dual A/D converters (40 and 20 MHz). Optimal for most brightfield and epifluoresencent applications. Includes Gigabit Ethernet interface. Requires a c-mount adapter on microscope, #DV-60; 1.0x DC-series C-mount adapter. No image magnification or reduction, #CM-10; Focus Measurement Encoder and Z axis limit switch. Provides accuracy to 0.1um of the actual microscope stage focus position. Achieves closed-loop focus operation for more accurate Z-axis measurements. Includes microscope mounting bracket. Limit switch prevents objectives from hitting a cover slip when focusing the stage. 12mm range, #ME-12; PC Workstation. System testing/QA activities performed at MBF Bioscience, prior to system delivery. PC is supplied by MBF, #SI-10; Calibration grid slide with reference grid squares in dimensions of 25um and 250um increments, #CS-10; Standard MBF toolkit: (1) Extra long metric ball hex wrenches (1.5, 2.0, 2.5, 3, 4, 5mm). Only one responsible source and no other supplies or services will satisfy agency requirements, 41 U.S.C. 253 (c) (1), FAR 6.302-1 (b) (1). The cited authority is applicable because MBF Bioscience is the only source that can fulfill the requirements of this contract. LNG has been using the Stereo Investigator system developed by MBF Bioscience from our collaborators at the Johns Hopkins University to quantify the cell loss in our new Parkinson’s disease mouse models. It will greatly facilitate our research if we have an in-house stereology setup. Because we have already generated substantial amount of data using the Stereo Investigator system developed by MBF Bioscience, we would like to continue to use the same system for the rest of experiments. In addition, we have learned how to use this system and will save time from learning a different setup. Therefore, we believe the Stereo Investigator system developed by MBF Bioscience will be critical to keep our data consistent and better fits our need. The delivery date is 60 days ARO. The North American Industry Classification (NAICS) is 541990 and the size standard is $6.5 million. This acquisition is being conducted under Simplified Acquisition procedures and is exempt from the requirements of FAR, Part 6, Competition Requirement. Award will be made on an all or none basis to the lowest price technically acceptable.
