- This is not a solicitation, but a notice of Contract Action The US Naval War College has a requirement for educational services to support nonresident evening classes for the College of Distance Education. The classes will be part of the Fleet Seminar Program held in the Washington, DC and Dahlgren, VA area. There will be 210 classroom hours covering the subject of Joint Maritime Operations. Qualifications for these positions are unique in that they require a combination of professional education, naval warfare operational experience, and a familiarity with the Naval War College mission, experience and functions. In addition, the Contractor must be within commuting distance of the class locations. The Period of Performance for the resulting contract shall be 01AUGUST2008-05JUNE2009.Under the authority of FAR 6.302-1, the Naval War College, Contracting Division (Code 0072), intends to award a sole source Firm-Fixed Price contract to James M. Warren. Under the authority of USC 2304 (c ) (1) pursuant to FAR 6.302-1 (a)(2), the property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government. This announcement is not a request for competitive quotations. Inquires should be directed no later than 1:00 p.m (EST) April 30, 2008, referencing N00124-08-Q-0245, to Ms. Sheila K. Valloney, Contracting Officer at sheila.valloney@nwc.navy.mil. The government will review all responses. Information received in response to this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAICS code for the procurement is 611710, and the small business size standard is $6.5 million.
