Description
The proposed contract is to provide nonpersonal services to plan, organize, and conduct a research program involving the analytical and experimental investigation of macro- and microcontact interaction between homogeneous, i.e. both smooth surfaces and/or heterogeneous, i.e. one smooth and other uniformly continuous rough surfaces including adhesion and tangential loading, sticking and local partial slip, fatigue for elastic and elastic-plastic isotropic material behavior in wide spectrum of high resistant and low ductility, and low resistand and high ductility materials subjected to cyclic loading. Analysis an experiments of normal macrocontact should be propagated to microcontact interaction between Hertzian and non-Hertzian homogeneous/composite solid bodies in homogeneous/nonhomogeneous external fields. Contact interaction between homogeneous and other uniformly continuous rough surfaces should be analyzed including sticking and local partial slip, fatigue, wear and related damaage mechanism. The analysis should include adhesion in case of microcontact interaction, when effect of this interaction commensurable with external loading, as well as elastic plastic isotropic material behavior at first approximation. Models should be applicable to a wide spectrum of materials such as high resistant and low ductility, titanium alloys, and low resistant and high deductility, gold based alloys. Experiments should include destructive and non-destructive techniques. The period of performance is 1 September 2008 through 31 August 2009. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(2) and FAR 6.302-1(a)(2)(i). The proposed source is Dr. Volodymyr Sabelkin of Fairborn, Ohio (CAGE: 3GPM8, NAICS: 541330). This notice of intent is not a request for competitive quotations; however, all quotations/responses received within THREE (3) days of the issuance of this notice will be considered by the Government. Further determination by the government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
