- Description
- The Department of Commerce, National Oceanic and Atmospheric Administration Eastern Region Acquisition Division intends to issue a solicitation for a cost reimbursable basic research requirement to study spawning habits of Atlantic sturgeon in accordance with Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. The Request for Proposals (RFP) will be issued on or about May 7, 2008 via the Federal Business Opportunities (FedBizOpps) web site at http://www.fedbizopps.gov. The RFP number will be EA133F-08-RP-0125; hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor the FedBizOpps site for RFP release and all subsequent amendments. This RFP will be issued using full and open competition. The North American Industrial Classification System (NAICS) Code is 541712, and the corresponding size standard is 500 employees. This acquisition will include an eighteen-month base period and two, one-year option periods. The scope of work includes capturing pre-spawning adult Atlantic sturgeon immediately offshore of Delaware Bay, implanting those fish with individually coded transmitters, and tracking fish with both passive and active telemetry in the Delaware Bay and River and passive telemetry in other systems with compatible telemetry equipment. It is estimated that research will begin on or about July 1, 2008. All interested businesses may submit a proposal, which shall be considered by the Government. Any contract award resulting from this RFP will be made to the responsible vendor whose conformance to the RFP will be most advantageous to the government, considering technical, past performance, and cost.
