Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. This acquisition is being conducted under simplified acquisition, FAR Part 13 and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and a capability in response to this notice is solely with the discretion of the Government. The purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-24. (as of 03/31/2008) The North American Classification System (NAICS) code applicable to this requirement is 334516 and the associated small business size standard is 500 employees. The National Heart, Lung, and Blood Institute’s (NHLBI) Consolidated Operations Acquisition Centers (COAC) on behalf of National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) intends to negotiate and award a firm fixed priced purchase order on a non-competitive basis to SCIREQ USA INC., 6600 St. Urbain Street, Suite 330, Montreal, Quebec H2S3G8, Canada, for a flexiVent complete system solution, (accessory package) and plus installation and training. The above equipment is essential to NIAMS continued research efforts under protocol # A007-03-01, Entitled: “Studies on the Inflammatory and Allergic Responses of Mice Genetically Altered in the Expression of Molecules that Transmit Receptor-Induced Cellular Responses.” They are conducting studies in mouse models to understand the impact of certain genes on asthma and lung function. This research explores what is known as the “allergic march”, which is the observation that early childhood incidence of atopic dermatitis predisposes one to adult onset of asthma. In testing this hypothesis it is essential to obtain actual data that only this equipment has proven based on market research from these studies. In addition, based on the discovery of a role for sphingosine-1-phosphate (S1P) in allergic disease and reports of increased S1P in the lung of challenged asthmatics, we wish to explore whether increased levels of S1P in the lung predisposes or increases the severity of asthma. This current protocol and various other scientific research projects are under the supervision of under the supervision of Dr. Juan Rivera. Descriptions: The following is the module and the components: 1) FV-CSS1-02 flexiVent complete system solution, one module; 2) FV-XP flexiVent accessory package; 3) FV-XC flexiVent accessory controller; 4) FV-IT flexiVent onsite installation and training. Delivery: Shall be within twelve weeks from award date Installation: NIH, 9000 Rockville Pike, main campus, Bethesda, Maryland. A market research conducted by the Government determined no small businesses showed interest, which confirms the commercial market. This part prescribes policies and procedures for conducting market research to arrive at the most suitable approach to acquiring, distributing, and supporting supplies and services. This part implements requirements of 41 U.S.C. 253a (a) (1), 41 U.S.C.264b, and 10 U.S.C. 2377. The provisions of FAR Clause 52.212-1, Instructions to Offerors-Commercial Items is applicable to this acquisition. The provisions of FAR Clause 52.212-2, Evaluation - Commercial Items are applicable to this acquisition. The Government may reject any and all offers if such action is deemed necessary. The Government may also waive informalities and minor irregularities in the offers received. The Offer or must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The addendum to FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items, is as follows: The Offeror must include in its quote, the unit price, the list price, installation charges, shipping and handling cost, the delivery date, prompt payment discount terms, the F.O.B. point (Destination or Origin), and provide descriptive literature inclusive of specifications as part of the quotation. The DUN and Bradstreet Number (DUNs), the Taxpayer Identification Number (TIN), and the business size. The Offeror must be registered in the Government’s Central Contractor Registry (CCR) System, which is available at www.ccr.gov. The FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation For Simplified Acquisitions, applies to this acquisitiion.
