- Request for information- Chemical Infrastructure Risk Assessment: The Chemical Security Analysis Center (CSAC), part of the U.S. Department of Homeland Security (DHS) Directorate of Science and Technology (S&T), is seeking sources to execute various components of a probabilistic risk assessment (PRA) focused on the chemical supply chain. The DHS Directorate of S&T is tasked with researching and organizing the scientific, engineering, and technological resources of the United States and leveraging these existing resources into technological tools to help protect the homeland. The Chemical Countermeasures Program Area will support this effort through the Chemical Infrastructure Risk Assessment program (CIRA). The CIRA is a formal statistical risk assessment which will calculate the acute risk to human health (lethalities and casualties) and the economic consequences due to a terrorist-initiated release of DHS Appendix A list of Chemicals of interest (http://www.dhs.gov/xlibrary/assets/chemsec_appendixafinalrule.pdf (Appendix A) from a point in the chemical supply chain. The assessment will consider a number of factors such as technical and financial resources of the terrorist group, initiating frequency of events, interdiction frequency, efficacy of post-event mitigation measures, medical mitigation and dissemination of the released chemical. The uncertainty associated with each of the events and parameters will be carried through the calculation so that the final risk is expressed as a mean or median value with an overall uncertainty band. The economic consequences of the release, in terms of damage and lost production of affected facilities, damage to transportation infrastructure and the secondary effects to related businesses as well as medical costs, will be calculated. The economic impact of decontamination and costs for reentry to an area will also be estimated as part of this program. The tasks described in the attached RFI will support a quantitative risk assessment of events that could occur within the chemical supply chain making, using, storing or transporting Appendix A chemicals at or above the standard threshold quantity (STQ). The risk assessment is expected to be based on a similar methodology developed by the nuclear industry and modified for use in the Bioterrorism Risk Assessment (BTRA) and chemical terrorism risk assessment studies (CTRA) previously conducted for DHS. The risk assessment will be broken into distinct project areas commensurate with the tasks described in the attached RFI. Each project area will be assessed and awarded separately, so potential performers whose expertise are limited to one area may choose to submit a response to this RFI that is limited/focused to that task/project area. In responding to this RFI, please provide a 3-5 page summary, containing a description of the technical approach to be taken to address a particular task and a rough order of magnitude (ROM) of the scope of the effort.
