Description

THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The Defense Logistics Agency Contracting Services Headquarters (DCSO-H) is performing a "market research" for Small Business sources including 8(a), Small Disadvantage Veteran Owned and HubZone to make a set-aside determination for this procurement. DCSO-H has a need for a contractor to provide custodial services which is capable of meeting the attached requirement within the Statement of Work. The contractor is needed possessing the required qualifications, commitment, expertise, and experience in providing Custodial Services at a Child Development Center. The Contractor shall be required to provide all labor, equipment, tools, materials, transportation, management, supervision, and other items and services necessary, and shall plan, schedule, coordinate, and assure effective performance of all performance based custodial services performed at the Defense Logistics Agency, Andrew T. McNamara Headquarters Complex (HQC) Child Development Center (CDC) located at 8715 Wills Road, Building 2468, Fort Belvoir, VA, 22060-6220. Custodial services shall be performed in a manner that will maintain a satisfactory facility condition and present a clean, neat, and professional appearance. The Contractor shall be required to maintain all areas at a standard commensurate with a commercial corporate headquarters Child Development Center not open to the general public. The Contractor shall provide employees with training through classroom instruction or training modules for all the staff working at the Child Development Center. Within the first six (6) months of employment, employees shall be required to receive satisfactory completion of CPR and First Aid training, Child Abuse training, Health and Sanitation training, Safety and Fire training and Bloodborne Pathogens training. The Contractor shall be required to provide a schedule of dates and times when each training class or modules is to be performed thirty (30) days after contract start and then thirty (30) days after the start of each option year. Background Security Checks. Fourteen (14) days prior to contract start date, the Contractor and all employee’s that are to start work at the CDC, the Contractor shall prepare a DLAH Form 1728, Request for Contractor Badge, and submit it to the COR for signature. See the attached Statement of Work for additional information of the custodial services required. DCSO-H IS ESPECIALLY INTERESTED IN RECEIVING INPUT FROM 8(a) SMALL BUSINESSES WHO CAN PROVIDE THE ABOVE DESCRIBED CAPABILITIES. HOW TO RESPOND TO THE SOURCES SOUGHT NOTICE- Potential sources that possess capabilities to perform the aforementioned work are encouraged to respond to this sources sought and provide the following information: 1) Detailed narrative describing the organization/company's current capabilities that are directly relevant to the above types of requirements; 2) Detailed description of each custodial services provided by your organization/company as a prime Contractor or as a significant Subcontractor within the past three (3) years; 3) Information on licensing, certifications, training, specific experience requirements in a building substantially equal to the CDC in size, scope and complexity, for both contracted employees or sub-contractors; 4) Current socio-economic status of your company as it relates to North American Industrial Classification System (NAICS) 561720, Jantorial Services for which the size standard is 500; 5) Identify any training provided to employees prior to working at a Child Development Center; and 6) Indication of whether your company currently has an active registration in the Central Contractor's Registration at www.ccr.gov. Any interested firm should submit information which demonstrates the firm's ability to perform the key requirements within the attached SOW. Standard company brochures alone will not be considered a sufficient response to this Sources Sought Synopsis. The information should include: size status for the above referenced NAICS code, (i.e. large, small) and whether or not they are a certified Hubzone, 8(a), women-owned, small disadvantaged and/or service disabled veteran owned small business concern, point of contact, telephone number, email and interest in proposing on the solicitation when issued. Your submission must be received in this office by 3:00 PM EST on April 30, 2008 by email at beverly.j.williams@dla.mil. The capability statements shall be not more than twenty (20) pages on 8.5" x 11" paper, with 1" margins and a 12 point, commonly used font such as, Courier New or Times Roman in length. The Government reserves the right to contact any of the submitters to attain further market research. This contact may be in the form of direct Government/Submitter meeting(s). THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOPOSALS AND THE GOVERNMENT IS NOT COMMITTED TO AWARD A CONTRACT PURSUANT TO THIS ANNOUNCEMENT.
