- STATEMENT OF WORK For: 1) EO/IR Telemetry Receivers and Emitters and 2) 40 - 300 GHz Telemetry Antennas 46 RANSS/TSRFT 1.0 INTRODUCTION The 46 Range Group, in conjunction with the Central Test and Evaluation Investment Program (CTEIP) Office, needs to develop for the Test and Evaluation community a Technology Level Readiness (TRL) Review Document. The TRL main object is to define needed technologies, their maturity level, and recommendation for future research and will focus on the cross environment (aeronautical, dismounted warfighters, ground vehicles, precision guided munitions and standard munitions) for telemetry using infrared and visible spectrum emitters and receivers and for telemetry antennas using 40GHz - 300GHZ telemetry frequencies. To do this, the CTEIP will fund the development of a TRL review document. The study will identify candidate technologies and technology research categories and assess TRLs to allow CTEIP to address areas of additional effort that will be required to mature the technologies. 2.0 SCOPE The contractor shall produce a Preliminary TRL that details cross environment communication and connectivity requirements for the 5 environments identified in the introduction. The TRL is to be delivered within 90 days of initiating this task order. 3.0 TECHNICAL REQUIREMENTS 3.1 Annotated Outline for Technology Level Readiness Document (TRL): The contractor shall produce an annotated outline for the TRL study. The purpose of this document is to allow the team to reach concurrence on the content and direction of the TRL study early in the effort. 3.2 Technology Level Readiness Review Document (TRL): The contractor shall define needed technologies, their maturity level, and recommendation for future research for telemetry in the cross environment (aeronautical, dismounted war fighter, ground vehicles, precision guided munitions and standard munitions) using infrared and visible spectrum emitters and receivers and for telemetry antennas using 40GHz - 300GHZ telemetry frequencies. The contractor shall limit the scope of the study for the infrared (near, mid, and far) and visible spectrum to only emitter, modulation, receiver, and demodulation for telemetry. The main purpose of this document is to identify candidate technologies and define needed technologies, their maturity level, and recommendation for future research. The environmental factors to consider are in the following table. Work shall commence immediately on Technical Requirements 3.1 and 3.2 and a kick-off meeting shall be held at the contractor's site within two weeks of contract award. For planning purposes up to 3 additional working meetings (1 day each) are envisioned. (CDRLs A002, A003) 3.3.2 Weekly telecon to discuss issues and progress. In support of 3.1 and 3.2, the contractor shall host weekly telecons to discuss issues and progress. 3.3.3 Briefing. After submitting the TRL, the contractor shall brief the results in TBD. (CDRL A004) 3.3.4 Support of, and attendance at, the Out Brief. The contractor shall support and attend the Out Brief. The support shall be the preparation of slides describing the preliminary TRL. Attendance shall be by one of the Key personnel in the preparation of the preliminary TRL. This is a multi-day (2 to 3) event. Attendance will require travel within CONUS. 4.0 DATA DELIVERABLES The following data shall be delivered in accordance with the basic SOW, exhibits A and B, DD Form 1423, CDRLs.
