Description
Construct Secondary Inspection Garages Cannons Corner/Churubusco, NY The Government seeks to construct secondary inspection garages at the U.S. Border Stations, Cannons Corners and Charabusco, New York. The Enclosed Secondary Inspection Garage shall be a pre-fabricated metal building approximately 24 ft. wide x 60 ft. long x 18 ft. high (clear) situated near the existing Main Port building with four post 12,000 lb vehicle lift, secure inspection work area. The new building will be erected on an area that is currently grassy. Concrete asphalt paving will be required to connect to the existing parking lot and main road passing the site as well as provide and entrance ramp in and out of the building. The prefab metal building shall have a steel structure supported on concrete footings and shall have a concrete floor. Utilities to include, electrical service, lights, electrical/data outlets, heat, hot and cold running water, shall be provided to the inspection building from the main building. The roof, walls and floor shall be insulated. The building will have powered overhead roll-up doors at each end. It will also have typical garage type appurtenances such as an air compressor, work bench, service sink and tire mount system: Safety features such as carbon monoxide detector, emergency eyewash/shower and fire extinguisher; and inspection tools such as a stainless steel work table, convex mirrors, inspection light cord reel, and storage space for tools and a ladder. The building will also be tied into the computer network and security systems currently installed at the Port. The magnitude of this construction project is estimated between $500.000 and $1,000,000. The North American Industry Classification System (NAICS) code is 236220 and the size standard is $31.0 M. Performance and payment bonds will be required following award pursuant to the Miller Act. A bid guarantee is also required. The procurement is 100% set-aside for HUBZone small business concerns. Offers from other than HUBZone small business concerns will not be considered by the agency. The required construction completion date is approximately 180 days commencing one day after the notice to proceed. The tentative solicitation release date is no earlier than 15 days after posting of this notice in FedBizOpps. Interested parties may access the solicitation at http://www.fedbizopps.gov. This site provides instructions for downloading the solicitation file. At a minimum all sources must supply the following information: a) company CCR, b) Marketing Partner Identification Number (MPIN), c) company DUNS Number or CAGE Code d) company telephone number, and e) company e-mail address. The Document Security Notice Form will be available once the Solicitation is posted at http://www.fbo.gov. Contractors will be required to sign and submit a Document Security Notice that includes a street address, telephone number, business license or other documentation granted by the state or local jurisdiction to conduct business, valid DUNS number, valid IRS Tax ID Number and e-mail address. Any vendor submitting a bid is required by the FAR to use the Online Representation and Certifications Application (ORCA). ORCA is a web-based system that centralizes and standardizes the collection, storage, and viewing of many of the FAR required representations and certifications previously found in Solicitations. With ORCA vendors now have the ability to enter and maintain their representation and certification information, at their convenience, via the Internet at http://orca.bpn.gov. Vendors will need to review and/or update the ORCA record when changes are necessary; annually to maintain an active status. Once the request for the solicitation has been accepted, one e-mail will be send to the e-mail address provided. NOTIFICATION OF SYSTEM TRANSITION AS OF 1 APRIL 2008: To streamline the procurement process, the updated FedBizOpps will include current FedTeDS functionality.
