Description
This is a non-competitive combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Solicitation No. DTRT57-08-Q-80075 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under Simplified Acquisition Procedures (SAP), FAR Part 13.5 and FAR Part 12. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-24. The NAICS Code is 238290 and the Small Business size standard is $13M. This sole source announcement constitutes the only solicitation. A written solicitation will not be issued. The Government intends to award a Firm Fixed-Price Purchase Order on a non-competitive basis to Delta Beckwith Elevator Company. The Volpe National Transportation Systems Center (Volpe Center) has a requirement to purchase elevator maintenance and inspection services for five months and an option to purchase elevator maintenance for an additional 12 months. The Statement of Work (SOW) is as follows ? PART 1 ? General Information - General Statement of Services - The contractor shall provide elevator maintenance services in accordance with the requirements, schedules, guidance, and information contained or referenced herein for Elevator Maintenance, in Buildings 1, 3 and 4 at the Volpe Center in Cambridge, Massachusetts. Project Information: CLIN 0001 Elevator Maintenance from date of award to midnight on September 30, 2008 - Description: The contractor shall provide schedule maintenance, inspection and repairs to all elevators (7) of the Volpe Center, including on-call basis for normal hours of operation and 24 hour emergency response. In addition the contractor should provide support to third party annual certification process to be schedule between the hours of 6:00 AM to 2: 00 PM and as required by the federal, state and city regulations and codes. Part 1: The contractor shall develop a draft schedule, a list of required tasks for the monthly, quarterly, semi-annual and the annual service visit and provide a written report for each elevator and visit to the Volpe Center. The contractor shall deliver with the draft schedule a report format for each type of the schedule visits for government approval. The elevator equipment for service in each building is: Building 1, with 3 passenger and one freight, Delta Beckwith elevators ID numbers 49-P-136, 137, 138 and 139. One hydraulic service elevator located in the back of the cafeteria, ID number 49-P-140; Building 3, with 1 hydraulic passenger and freight elevator, Delta Beckwith ID Number 49-P-141; and Building 4, with 1 hydraulic passenger and freight elevator, Delta Beckwith ID number 49-P-142. Part 2: The contractor shall provide support for a safety third party annual inspection for certification for each of the 7 elevators. PART 2?Purchase Order Requirements - Engineering Maintenance Services - Services for each elevator shall include to inspect, clean, test, lubricate, adjust, repair or replace parts of any system such as machine, motor, motor generator, hydraulic, controller, dispatching equipment, governor, hoist way equipment, car frame, power door operator, control wiring, fixtures, safety devices and wire rope cables among others. PART 3?Purchase Order Milestone Schedule - Based on a purchase order award of mid April, 2008, the contractor shall provide the Volpe Center with the following schedule submissions and report as indicated: (all reports are in best contractor format): 1. Preliminary Schedule for all visits (monthly, quarterly, semi-annual and annual) and the reports format for approval?Two weeks. 2. Following each visit two copies of the report for each elevator of tasks performed recommendations, names and date-No later than 8 days. 3. Annual safety inspection for certification report-No later than 8 days. PART 4?Distribution of Reports-The contractor shall forward all information and reports using transmittal letters. Submissions shall be distributed prepaid to the following in accordance with above schedule to: U. S. Department of Transportation, Research and Innovative Technologies Administration (RITA), Volpe National Transportation Systems Center (Volpe Center), 55 Broadway, Cambridge, MA 02142-1093, Attn: Edgard Medina, RTV-6F. The items are as follows: CLIN 0001 ? Elevator Maintenance, Inspection and Repairs, Quantity: 5 months, $________________; CLIN 0002 ? Option ? One year of Elevator Maintenance Service, Quantity: 12 months, $_________________. This proposed action is for commercial services for which the Government intends to solicit and negotiate with only one source under authority in FAR Part 6.302. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed purchase order based upon responses received to this notice would normally be considered, solely for the purpose of determining whether to conduct a competitive procurement. FAR 52.212-1, Instruction of Offerors-Commercial Items (SEP 2006) is hereby incorporated by reference; the Offeror must complete the Offeror Representations and Certifications required in FAR 52.219-1 by using the Online Representations and Certifications Application (ORCA) at the following website: http://orca.bpn.gov. The Offeror is reminded that as of January 1, 2005, it must provide Certifications and Representations online at least annually via ORCA. FAR Clause 52.212-4, Contract Terms and Conditions ? Commercial Items, is hereby incorporated by reference. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items are hereby incorporated by reference. Additional clauses cited in 52.212-5 that apply to this acquisition are: 52.203-6, 52.222-3, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-33, 52.232-34, and 52.222-41. The following clauses are also incorporated by reference: FAR 52.217-5, Evaluation of Options, (JUL 1990) and FAR 52.217-6, Option to Extend Services, (NOV 1999).
