- This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Fisheries Alaska Region, located in Juneau, Alaska on a sole source basis with Mary Sternfeld. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed contractor will provide services to AMMOP to upgrade existing AMMOP database structure, documentation and report capabilities, as well as update existing electronic data, complete data entry for 2008 season, perform data quality control measures and provide data summaries for analysis. Work to be performed includes data management preparation for 2008 field season to ensure data collection and hard copy and electronic data management is successful. Additional data compilation and summaries, as well as contextual explanation of the 2008 field season, test two gear modifications to reduce sea turtle bycatch and shall survey and interview fishermen to determine project viability in the fishery. The work specified in this contract requires full knowledge of the Alaska Marine Mammal Observer Program, Alaska Marine Mammal Stock Assessments, Alaska State Commercial Fisheries including working knowledge of Yakutat Salmon gillnet fishery operations, NMFS/AKR database management structures and procedures, including AMMOP Oracle Database, AKR/NARA recordkeeping and filing, a variety of software and hardware and other NMFS MMPA programs and mandates. Mary Sternfeld has work with all stages of development of its program that started since 2001. Proposed contractor has unique knowledge and capabilities to accomplish the tasks required for this project. The government intends to negotiate a firm fixed price contract with a period of performance one year from date of award. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the government. This is a small purchase action estimated value of less than $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov.
