Description
The Central Region Administrative Division (CRAD), National Oceanic and Atmospheric Administration (NOAA) Office of Habitat Conservation (OHC or Office), has a requirement for support services to improve organizational performance and leadership development through an integrated approach that focuses on management leadership and communications. The Contractor shall be required to provide: 1. Planning; 2. Data Collection; 3. Development Planning; 4. Post Assessment and Debrief 5. Coaching and Evaluation. The government intends to issue a sole source commercial services purchase order to TeamCatapult LLC, 10411 Motor City Drive, Suite 670, Bethesda, Maryland, a woman-owned small business providing management and technology consulting services to commercial and Government clients. TeamCatapult is considered uniquely positioned to provide these services as they have previous contract experience working with the OHC over the past year. Through this work, TeamCatapult personnel have attained an in-depth appreciation and understanding of the Office, its divisional leadership, team members, the OHC operating environment and culture, and the Directorate's goals. TeamCatapult's previous experience with the Office was to assist the Directorate in working to improve their team cohesiveness and develop an organizational mission statement. In the course of this work, TeamCatapult has also met with the OHC Directorate on several occasions and established a clear understanding of Office Director's vision and areas of needed assessment for the Office's leadership team. As part of this process, TeamCatapult, through a previous purchase order, designed and completed two offsite workshops, which included conducting an initial survey to identify team development areas. TeamCatapult worked directly with the OHC Divisions on teamwork and action plans. The Leadership Development task is a natural continuation of the work began last year with OHC by TeamCatapult. It is important of the Office to have TeamCatapult for continuity and to build on the foundation laid for team development in a timely and cost effective manner. The level of knowledge gained through working with OHC management teams over the past year is a valuable asset as it implements both the planned 360 Leadership Assessment and Leadership Development initiatives for the Office. TeamCatapult has the ability to implement a pragmatic approach to assessing and improving the Office's leadership abilities, building directly upon its knowledge of the Office environment and the Directorate's goals. Based on its experience, TeamCatapult provides a noteworthy level of organizational performance improvement practice and expertise that can be tailored to the Office's needs, including selecting the right assessment tools given the Office environment. To be considered, firms must furnish detailed information concerning their capability to provide the service and satisfy the Government's needs. Such information shall include, at a minimum, name, telephone number and address of concerns for which you have furnished this service previously and detailed narrative that describes your ability to provide this service with the level of in-depth knowledge of the OHC as the intended sole source vendor. This notice is for a service for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested parties must respond within (15) calendar days after publication of this notice. If no affirmative responses are received or subsequently affirmatively determined, the government intends to negotiate a purchase order with The TeamCatapult, Bethesda, Maryland. The Central Acquisition Management Division (CRAD) requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR). No award can be made unless the vendor is registered in CCR. For additional information and to register in CCR please access the following website: http://www.ccr.gov/. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number. A Dun & Bradstreet number may be acquired free of charge by contacting Dun & Bradstreet on-line at https://www.dnb.com/product/eupdate/requestOptions.html or by phone at (800) 333-0505. The government now requires all contractors submit their Online Representation and Certification Application (ORCA) thru the on-line Business Partner Network (BPN). The BPN is the single source for vendor data for the federal government. Contractors should go on-line at www.bpn.gov and complete the application. Award will not be made to any contractor that is not registered in CCR and BPN. Note: CCR registration should be completed prior to completing ORCA. The NAICS code for this action is 541611 - Administrative Management and General Management Consulting Services. Small Business Size standard not to exceed $6.5 million. This service is being procured under the guidelines of FAR Part 12, Acquisition of Commercial Items. All proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed order, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
