Description
This is a combined synopsis/solicitation for commercial items prepared under the authority of FAR 13.5, Test Program for Certain Commercial Items and in accordance with the format in Subpart 12.6, as supplemented with additional information includedin this notice. The combined synopsis/solicitation number is W91CRB08T0075. Requirement is for 6000 linear yards each Spectrashield II SR3124 Fabric (63 wide), in support of the Joint Improvised Explosive Device Defeat Organization (JIEDDO)composite test target work. THIS IS FOR TESTING PURPOSES ONLY. The Government intends to award a Firm Fixed Price (FFP) type contract on a sole source basis to Honeywell International Inc., 15801 Woods Edge Road, Colonial Heights, VA 23834 under the statutory authority permitting Other than Full and Open Competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Contractors are requested to provide FOB Destination pricing for the quantities indicated as well as a delivery schedule. The ship to destination is Aberdeen Proving Ground Maryland, 21005. The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. This contract will be awarded on an all or nothing basis.An offeror shall complete only paragraph (j) of 52.212-3 if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision and provide it with offers. The clause at 52.204-7, Central Contractor Registration; 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this acquisition.
