- Description
- This SOURCE SOUGHT is for the U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), which has an URGENT requirement for DRYDOCK repairs to be performed on the NOAA Ship NANCY FOSTER at the contractor's facility. The performance period will be 19 calendar days with a start date on or about May 20, 2008 and ending on or about June 9, 2008. This acquisition is for EMERGENCY DRYDOCK repairs to the Main Z Drive. The NOAA Ship NANCY FOSTER is 186 foot with 40 feet beam (molded); Draft - Design of 11 feet, Draft - Navigational of 12 feet, Displacement (FL) of 1271 LT, propulsion is two (2) Z Drives with one (1) propulsion shaft vessel. Vessel's homeport is Charleston, SC. DRYDOCK BASIC ITEMS include: General Requirements; Drydocking; Port Z Drive Repairs, and Additional Growth Items. All work shall be performed in accordance with detailed specifications and referenced NOAA Standard Specifications to be provided with the solicitation. Vessel is NOT available for inspection at this time. The Government intends to award a firm-fixed price contract utilizing Urgent and Compelling under FAR 6.302-2 with Request for Proposal under FAR 15. ONLY the contractors responding to this SOURCES SOUGHT notice with drydocking availability during the 20 May 2008 to 9 June 2008 period will be solicited for a proposal. NOAA will evaluate foreseeable cost factors pertaining to different shipyard locations, including but not limited to; transportation for COTR from homeport to contractor's facility (outside of 50 miles form homeport), per diem cost for COTR, operational cost to navigate vessel between its homeport and contractor's facility, and crew's transportation during overhaul.
