Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at https://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Sea Systems Command intends to issue, on a competitive basis, Solicitation N00024-08-R-2310 for the development of a US Navy Ship Contract Portfolio Cash Flow Analysis Model. This model will assess the impact of variations in the US Navys Ship Contract Portfolio and contract schedule and cost performance, on the shipbuilding contractors cash flow and rates of return. The model will permit the user to analyze negotiable contract variables, such as differing contract types, progress payment! retentions, and profit structures, which could impact corporate cash flow. It is the Governments intent to contract with a Historically Black College, University or Minority Institution. The contracted effort will encompass all the manpower, support, and associated technical data and documents required to develop and deliver the Ship Contract Portfolio Cash Flow Analysis Model.
