- Description
- The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE) Federal Protective Service (FPS) intends to negotiate on a sole source basis with American Society for Industrial Security (ASIS) International, 1625 Prince Street, Alexandria VA, 22314 pursuant to 41 U.S.C.253(c)(1)—Only one responsible source and no other supplies or services will satisfy agency requirements. ASIS International is the only known source that can provide these services. The request is for Physical Security Training. Each training session will be 12- day Academy with comprehensive coursework tailored to address the physical security training requirements of DHS FPS Physical Security Specialist, Law Enforcement Security Officers and/or federal attendees. The course must include curriculum that properly prepares inspectors to successfully conduct their duties as a Physical Security Practitioner. Another strict requirement is that the instructors themselves be Certified Protection Professionals (CPP), a designation indicates board certification in security management, and is recognized worldwide as the highest recognition accorded to a Security Practitioner. Vital components such as; threat identification and mitigation, electronic countermeasure implementation, presentation of findings, etc., as they relate to federal building security must be included. Other general topics of study include: Fundamentals of Security, Access Control and Security Design, and Expanded Access Control enhanced with Security Design Labs. Attendees will receive lecture, discussion, demonstrations and/or practical exercises delivered by CPP’s identified by ASIS to cover curricula as developed in previous course iterations. Training sessions under this requirement are scheduled to occur from June 2nd thru June 27th and July 14th thru August 8th 2008. Respond to this requirement by submitting written capabilities/specifications to the Contract Specialist listed. This notice of intent is not a request for competitive proposals; however, all responses received within 5 days from the publication of this synopsis will be considered by the Government. A determination by the Government whether a competitive procurement is feasible may be based upon responses to this notice and is solely at the discretion of the Government. If no affirmative responses are received within 5 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with ASIS International. The NAICS Code is 611430. This purchase is to be processed using FAR part 12, Acquisition of Commercial Items. There is no solicitation package available.
