- NASA/JSC has a requirement for 20 existing state-of-the-art Lithium-sulfur (Li-S)cells (each) and 20 Li-S rechargeable batteries (each) with improved cycle life asindicated below. See attached Statement of Work (SOW) at: http://procurement.jsc.nasa.gov/NNJ08244304R/SOW1.doc NASA/JSC intends to purchase the items from Sion Power Corporation. The advanced Extravehicular Activity (EVA) for the lunar program requires 20 Li-S cellsthat are the current state-of-the art, and 20 more cells with advancements made toobtaining greater than 200 Wh/kg, and obtain greater than 70 cycles at 100 % depth ofdischarge (DoD) and greater than 100 cycles at lower depths of discharge. This work is tobe completed in 6 to 8 months time frame. Sion Power Corporation is the only known sourcethat can meet technical requirements.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:00 p.m. local timeon April 25, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
