Solicitation Number: M67854-08-R-1076 Notice Type: Pre-solicitation Synopsis: Marine Corps Systems Command intends to issue a competitive solicitation for the Medium Range Thermal Bi-ocular (MRTB) within the next 30 days. The Marine Corps' need for a Medium Range Thermal Bi-ocular (MRTB) capable of providing an individual thermal imaging capability to the Marine Rifle Squad, Machine Gun Squad, and other Marine Corps units engaging in offensive and defensive operations. MRTB thermal imaging will provide all weather imaging capability in all lighting conditions, including total darkness. In addition to the MRTB requirement, the solicitation will seek Interim Contractor Logistic Support (ICLS), Supply Support, and Training Data. The government reserves the right to cancel this solicitation, either before or after the closing date. The MRTB is considered a commercial item as defined in Federal Acquisition Regulation (FAR), Subpart 2.101-Definitions. Therefore, this evaluation process will be conducted in accordance with FAR Part 12-Acquisition of Comme! rcial Items. The proposed contract shall be an Indefinite Quantity Indefinite Delivery (IDIQ) Firm Fixed Price (FFP) five (5) year commercial contract with an estimated purchase minimum of 25 systems and an estimated maximum of 10,000 systems. The estimated initial delivery order may be for a quantity of 4,700 systems with a desired delivery schedule to be completed within the first 12 months after delivery order award. The estimated contract IDIQ dollar ceiling proposed is $240,000,000.00. The contractor shall provide all materials, equipment, hard tooling, personnel, and facilities necessary to manufacture, fabricate, integrate, produce, and deliver the types and quantities of deliverables specified by the solicitation and meet the requirements of the Government Performance Specification. The solicitation is being issued for full and open competition. Applicable NAICS code for this project is 333314 with a size standard of 500 employees. Solicitation and any subsequent! amendments will be posted through the electronic posting system (http://neco.navy.mil/). Paper copies will not be provided. Contractors will be solely responsible for monitoring the internet and obtaining the solicitation documents and any amendments. Interested Offerors must ensure they are registered with the Central Contractor Registration in order to receive award of a contract. Information to register can be found on the internet at (http://www.ccr.gov/) telephone 1-888-227-2423. Offerors must also have registered Online Representations and Certifications Application (ORCA) at www.bpn.gov before submitting an offer. Offerors must be prepared to present evidence and certification that their MRTB candidate system meets the definition of Commercial Item in accordance with FAR 2.101 Definitions, Commercial item. Award(s) shall be made to the Offeror(s) whose proposal present! s the best value to the government. In making its Best Value determination, the Government will consider the combination of all non-cost/price factors to be of significantly greater importance than the evaluated price. However, the importance of price as a factor in the final award determination will increase with the degree of equality in the overall technical and past performance merits of the proposals. All items will be FOB Destination: Albany, GA. Estimated issue date for the solicitation is on or about 25 April 2008, estimated proposal due date is on or about 25 May 2008 and estimated award date is on or about 15 September 2008. No response to this pre-solicitation is necessary. No additional information will be provided prior to the release of the solicitation.
