Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulations (FAR), Part 12, utilizing FAR 13, Simplified Acquisition Procedures. This announcement constitutes the synopsis; proposals are not being requested by Mr. Raymond Hawkins, Jr., hawkinsra@mail.nih.gov, and a written solicitation will not be issued. This solicitation is being issued on a sole source basis under FAR Part 6.302 as sole source solicitation notification under NLM-08-113/RSH. This solicitation document incorporates provisions and clauses that are in effect in the March 2005 FAR Revision, including all FAR Circulars issued as of the date of this synopsis. The North American Industry Classification System (NAICS) code is 541690 – OTHER SCIENTIFIC AND TECHNICAL CONSULTING SERVICES. It is the intent of the National Library of Medicine (NLM), to procure services for the general administration and implementation of the PHS Policy on Humane Care and Use of Laboratory Animals. The Office of Laboratory Animal Welfare (OLAW), is responsible for the general administration and coordination of the Policy on behalf of the PHS at the National Institutes of Health (NIH). Title: PHS Policy on Humane Care and Use of Laboratory Animals Scope of Work Provide professional staff support to the OLAW Division of Assurances from a remote location for up to 40 hours per month, from May 1, 2008 to April 30, 2009. This contract may be extended for another year or it may be terminated with 30 days written notice by the government or the contractor. Required Tasks •Review and analyze information to process Assurances for the Division of Assurances. Information may include documentation submitted by institutions in response to OLAW requests for new or renewal Assurances, Annual Reports, policy issues and OLAW documents (e.g., guidance, sample documents, operating procedures). •Prepare reports and evaluations of OLAW activities, draft documents (e.g., letters, guidance), and make suggestions to the Director on technical matters requiring expertise in the PHS Policy, implementation of the Guide for the Care and Use of Laboratory Animals and AVMA Report on Euthanasia, and laboratory animal medicine. •Participate in meetings with OLAW staff via teleconference as necessary. Performance Period: May 1, 2008 through April 30, 2009 Vendor shall comply with all applicable Federal, State and Local laws, executive orders, rules and regulations applicable to its performance under this order. Offerors are advised to propose in accordance with the provision of FAR 52.212-1, Instructions to Offerors Commercial Items (September 2006). Offerors are advised to provide with their offer a completed copy of the following provisions: FAR 52.212-3, Offeror Representations and Certifications Commercial Items (November 2006). The following clauses apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions Commercial Items (February 2007); FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (March 2007).
