- This is a PRESOLICITATION NOTICE to announce the anticipated release of the solicitation for the Information and Computing Technologies for the 21st Century (ICT21) Program, on or about May 1st, 2008. The purpose of the ICT21 contract is to acquire information technology support, goods, and services for the ICT21 Program. The ICT21 Program shall provide an Agency-wide computing platform for the 21st century that is efficient, effective, scalable, flexible, and reliable that meets the FDA business requirements and enhances the capabilities of FDA’s IT environment, including: technology refreshment plan, increased consistency and standardization, movement toward providing infrastructure as a utility service, develop and implement new standard operational procedures and processes, and people skill-set development and training. The successful delivery of these objectives will enable the FDA to provision an infrastructure that is capable of meeting the business requirements while improving service, response times, and overall performance. FDA recognizes that no single contractor may be capable of providing the full range of goods and services called for under this contract. Therefore, FDA encourages, where appropriate, the teaming of contractors and vendors with strong domain expertise under a single ICT21 Contractor. Pursuant to FAR Parts 15 & 16.5, FDA anticipates the award of multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts to support the ICT21 Program. The Contracting Officer has determined that a portion of the acquisition shall be set-aside for small business in accordance with FAR 19.502-3. FDA intends to implement a partial small business set aside by pursuing a two-tiered approach. Under a two-tiered approach, the first tier would consist of approximately three awards to large businesses, with the second tier consisting of approximately six small businesses. With each new request for task order proposal, first consideration would be to specifically set aside the requirement for small business, given the ability of small businesses to perform the work, which would greatly depend on the scope, size, and complexity of the task and the specialized capabilities of the pool of small business awardees. Small businesses would have full opportunity to propose on all tasks, unless one of the exceptions to Fair Opportunity applies. The solicitation will be made available on www.fbo.gov.
