Description
NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), Division of Respiratory Disease Studies (DRDS), Laboratory Research Branch (LRB), Morgantown, West Virginia, hereby announces its intent to issue a purchase order to DataChem Laboratories, Inc. to analyze air and wipe samples collected from multiple beryllium production facilities during 2007 and 2008. Beryllium concentrations will be ascertained using the identical method used for historical samples collected by DRDS researchers. Historical samples have been analyzed according to the procedure below. This methodology has been used consistently over the last decade to analyze samples collected. Media (air filters or surface wipes) were first digested and then analyzed using a modified NIOSH Method 7300 (NMAM 4th Ed., 8/15/94) for hotblock digestion. First, media were transferred to a clean 50-mL centrifuge tube; then a 10-mL aliquot of 1:1 (v/v) ASTM Type II water:concentrated nitric acid was added to each tube. Media was then digested for 40 minutes in a hotblock digester at 110 °C. After cooling, the samples were diluted to 25 mL with ASTM Type II water, sealed, and shaken. Samples were analyzed using a Perkin Elmer Optima 3000DV inductively coupled plasma spectrometer. The instrument and operating conditions were as follows: RF Generator: 40MHz free-running generator Nebulizer: Low-flow GemCone, (sample supplied by a peristaltic pump) Torch: Quartz Spectrometer: Segmented-array, Charge-coupled-device Detector Optics: Echelle polychromator grating ruled at 79 lines/mm and a blaze angle of 63.4 degrees Argon Plasma Gas Flow Rate: 15 L/min Nebulizer Gas Flow Rate: 0.60 L/min Radio Frequency Power: 1400 watts This project is supported by justification for other than full and open competition to DataChem Laboratories, Inc. under authority of 41 U.S.C.253(c)(1). Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written capabilities statement and pricing information in the format they choose, not to exceed 10 pages. Please forward the capability statement and pricing information to Rebecca Mullenax, Purchasing Agent, CDC, NIOSH, 1065 Willowdale road, Morgantown, WV 26505 or e-mail RMULLENAX@CDC.GOV or Fax to 304-285-6083. Please reference # 000HCCHC-2008-55424 all vendors must be registered in the Central Contractor Registry (CCR) prior to an award of a federal contract. The website is: www.ccr.gov. The Government will review any/all capabilities statements and pricing information submitted and determines if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with DataChem Laboratories, Inc., 960 West LeVoy Drive, Salt Lake City, UT 84313-2502 as the only source and a purchase order will be issued without any additional notices being posted.
