- The Department of Homeland Security, Transportation Security Administration (TSA) will be soliciting for Personnel Suitability & Security Adjudication Support. To support this endeavor, TSA adjudicates both suitability and security investigations of all TSA federal applicants and contractor employees. In order for Personnel Security to support TSA’s mission, adjudication and personnel security assistance as well as administrative, analytical and logistical support is required via a Classified Contract. This requirement is to provide One (1) full-time Managing Adjudicator and forty (40) full time Adjudicators and twenty (20) full-time Security Assistants all personnel will be located at TSA Headquarters in Arlington, VA. This is a 100% Small Business Set-Aside, NAICS code 561611, with an SBA size standard of $11.5 million. The primary skills needed are experience in adjudicating suitability and security Background Investigations. The Managing Adjudicator will require the following: must have no less than three (3) years, senior-level adjudication (suitability & security) experience which includes, but is not limited to, NACI, ANACI, MBI, LBI, and SSBI and includes the following experience as the adjudicators. All Adjudicators must have no less than two (2) years experience in adjudicating suitability and security BI’s. Must have successfully completed and received a certificate (certificate must be provided) in Basic Suitability Adjudication Course and the Advanced Suitability Adjudication Course. Knowledge and implementation of regulations and professional standards for adjudicating and BI’s to include, but not limited to, Adjudicative Guidelines as set forth by the White House Memorandum for William Leonard, Subject: Adjudicative Guidelines, dated December 29, 2005 which includes the revised Adjudicative Guidelines for Determining Eligibility for Access to Classified information; Executive Order 12968; 5CFR 731.202(b) (Suitability Factors); and 5CFR 737.202(c) (Additional Considerations). The government intends to award a Labor Hour (LH) type contract. It is anticipated that the period of performance will be for one base plus four one-year options. The Request for Proposal (RFP) will only be available through http://www.fbo.gov. Prospective offerors are responsible for downloading the RFP and all attachments. It is the offeror’s responsibility to monitor the FedBizOpps web page for the release of the solicitation and any amendments that may follow. Solicitation HSTS03-08-R-SEC015 is tentatively scheduled to be available on the World Wide Web at http://www.fedbizopps.gov on or about April 29, 2008. The tentative scheduled date and time for submission of proposals for Solicitation HSTS03-08-R-SEC015 is May 29, 2008, 2:00 P.M. EST, Arlington, VA. Potential offerors making a written request must include an adequate justification for not obtaining the solicitation via the internet. Telephone requests for diskettes or other inquiries will not be honored. Requests may be made via email at Gloria.Uria@dhs.gov. Offerors are cautioned to include the Solicitation Number HSTS03-08-R-SEC015-on all documentation submitted in response to this requirement. Written technical proposals and business proposals will be required approximately 30 days following the RFP issue date. TSA will conduct an Industry Day at TSA Headquarters in Arlington, VA on April 22, 2008 at 2:30pm. TSA Headquarters is located at 601 South 12th St in Arlington VA, directly across from the Fashion Center at Pentagon City. All interested parties are invited to attend. Please note that attendance at Industry Day is not mandatory for responding to the RFP but it is highly encouraged. If you plan to attend, you must alert the TSA point of contact listed herein as soon as possible via email. Interested parties must attend Industry Day in person and each firm is limited to two (2) attendees. No phone number will be provided for call-in participation. Interested parties are advised of the following security procedures at TSA: Please arrive at least 20 minutes prior to the start of the event to 601 South 12th St. Street parking is extremely limited and garage parking runs anywhere from $2-$4 per hour so Metro is highly encouraged. Proceed to the Visitor's Center at 601 South 12 St to check in. TSA Security will log in all visitors and issue temporary badges. This process can cause delays so interested parties are encouraged to arrive early. Visitors will be escorted to the meeting room by a member of TSA's staff. Visitors are cautioned that they must be escorted at all times by a member of TSA's staff while in TSA spaces. Failure to abide by TSA's visitor procedures may result in expulsion from TSA spaces.
