- This synopsis is being posted to both the Federal Business Opportunities (FedBizOpps) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FedBizOpps is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FedBizOpps is unavailable. Please feel free to use either site to access information posted by the NSWC Crane Division. You may also access information on the NSWC Crane Division web site at http://www.crane.navy.mil/acquisition/homepage.htm.The Naval Surface Warfare Center Crane intends to enter into an Alpha Contract in FY08 and a possible option in FY09 with Israeli Military Industries (IMI), C/O IMI Services USA, Incorporated, 7910 Woodmont Avenue, Suite 1410, Bethesda MD 20814-3015, in order to procure two types of countermeasure decoy flares to use in the Foreign Comparative Testing (FCT) program. Due to the nature of this procurement a solicitation will not be issued to the public. These flares will be tested against domestic flares presently in inventory. There will be two rounds of side by side comparison testing, with a minimum quantity tested in the first round and an option if the first round is successful, to procure a second quantity to achieve the second round of comparative effectiveness flight testing.This will be a Firm Fixed Price (FFP) contract. Procurements under the FCT program will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2317(c) (1) and implemented by FAR 6.302-1. The basis for restricting competition is the proprietary nature of the technical data for the flares resulting in a lack of drawings and specifications, in addition to duplicative costs and time that would be required to reverse engineer the system.
