- Description
- National Institute on Drug Abuse, Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisition, on behalf of the National Institute on Neurological Disorders and Stroke intends to negotiate on a FAR Part 13 basis and award a purchase order on a noncompetitive basis to Applied Biosystems, 850 Lincoln Centre Drive Foster City, CA 94404. This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute of Neurological Disorders and Stroke (NINDS) has a requirement for Fast-Real Time PCR System with 96-Well Block. The instrument is an integrated system designed to perform polymerase chain reaction. Specification is as follows. The instrument must be capable of analyzing 384 samples simultaneously in a 384-well plate format. The instrument must provide specialized application specific software that is designed to collect and analyze fluorescence data for the applications of absolute quantization and allelic discrimination SNP (single Nucleotide Polymorphism detection). The instrument must be able to complete 40 cycle reaction using the fluorogenic 5’ and capable of loading and unloading reaction plates. The instrument must have an argon ion laser excitation source (488nm), and utilizes a spectrograph and charge coupled device (CCD) camera to enable continuous wavelength detection from 500-660nm. The instrument must have software to utilize a multicomponenting algorithm to provide precise deconvolution of multiple dye signals to enable the simultaneous detection of multiple fluorophores. The instrument must be able to process at least 5,000 quantitative PCR sample wells per day 24 hour period and at least 10,000 SNP genotyping samples every hour. The instrument must supply automated oligonucleotide design software with a high performance computer platform (Pentium 4 or above running the Windows XP Professional Operating System. The Contractor must supply a One year Warranty from the date of installation. The sole source justification is based the vendor carries rights under US Patent Number 6,814,934 and corresponding patents outside the U.S.A that cover PCR thermal cyclers. Interested parties may identify their interest and capabilities in response to this synopsis. The government intends to select the offer that represents the best value to the Government, price and all other factors considered. The determination by the Government not to compete will be based upon responses.
