- Description
- The U.S. Department of the Treasury’s Office of Technical Assistance (OTA) is recruiting individuals on a competitive basis to serve as intermittent (short-term) advisors, under personal services contracts in the Financial Enforcement Program. This recruitment is for assignments globally, and significant international travel is required. Specialized Experience: Candidate is required to possess Customs Commercial Operations and Trade facilitation experience, expertise and the ability to apply same towards enhancement of Customs revenue protocols and securing increased duty collections within a Customs Sea Port environment. Highly desirable experience and familiarity includes Customs warehouse operations, post clearance audit, valuation and fines, penalties and forfeiture. Desirable experience and familiarity includes general trade facilitation with a focus on broker and trade community’s Customs Cooperation Council as well as public/private Port Authorities. Candidate’s daily activities are required to be accomplished in concert with ongoing and related Customs Inspection and Control assistance being provided by US Treasury Office of Technical Assistance (OTA). Candidate is expected to apply his knowledge and experience within a Customs environment and to complete authoritative reviews of Customs programs, internal guidance, controls and practices. Prepare summaries, analyses, recommendations, training materials and other written and oral work products. Candidate is expected to contribute support and his expertise in the areas of legal reform, regulations and rulings, among other specialized Customs reforms. Candidate’s primary focus will be upon enhancement of Customs duty assessment and collection capacities and assisting in achieving increased revenue collections. Candidate will be required to coordinate activities complementing other advisor’s assistance activities; other foreign Government Customs assistance mission activities; and Customs Administration’s transition from manual import/export system to the computerized environment of UNCTAD ASYCUDA. Candidates must be U.S. citizens or U.S. resident aliens. SALARY AND BENEFITS: Salaries will be negotiated in accordance with program regulations based on demonstrated salary history. The salary ranges are from $55.25 to $71.39 per hour or $115,317 to $149,000. Overseas benefits are provided as allowed by Federal regulations.
