- This is a combined synopsis/solicitation for commercial items prepared in accordance FAR Part 13 for the 190ths Mission Support Group (MSG) Contracting Office, Forbes Field, 5920 SE Coyote Drive, Topeka, KS 66619-5370 (NOT THE 184th IN WICHITA, KS). This announcement constitutes the only solicitation as a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-12, effective 04 August 2006. The NAICS code for this requirement is 311991. The small business size standard is 500 employees. This requirement is not a total small business set-aside though the Government does anticipate to award to at least one small business. The Government intends to enter in to a Blanket Purchase Agreement (BPA) with multiple vendors who will compete for BPA Calls to provide boxed lunches during unit training assemblies (UTA's) throughout the period of performance, as requested. Due to the perishable nature of the requirements in the BPA, vendors located within a 15-20 mile radius of the base will be considered for BPA award. The minimum boxed lunch requirements provided under these BPA's will be for box lunches consisting of two different types of sandwiches served on white bread with the deli style meat weighing six (6) ounces per each boxed lunch. Appropriate deli style meat types would be turkey, roast beef, and ham. The contents of the box will include, individually packaged, American cheese, lettuce leaves, sliced tomato, thinly sliced onions and appropriate condiments. Individually packaged means such as packaged in separate zip lock bags. The meal will also consist of cookies, chips and soda. The outside box must be clearly marked in regard to the sandwich types to include the date and time of preparation. Approximate number of boxed meals required would be approximately 525. This number is subject to change and is not a guaranteed quantity. When the Government asks awarded BPA holders for a quote they will provide the exact quantity. All calls made against this BPA will be competed amongst all awarded BPA holders and a BPA call will be issued to the offeror who presents the best value to the Government at the time the quote request is issued. Vendor is required to be licensed to prepare/sell food in the state of Kansas and must provide a copy of the latest health department inspection.
