Description
This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; price proposals are being requested and a written solicitation will not be issued. The solicitation number is W912P6-08-Q-0011 and is issued as a request for quotation (RFQ), incorporate provisions and clauses that are in effect through Federal Acquisition Circular 2005-15. The provisions at 52.212.1, Instructions to Offerors-Commercial Items applies to this acquisition. The clause 52.212-4, Contract terms and conditions-Commercial Items and clause 52.212-5, Contract Terms and Conditions required to implement Statues or Executive Orders-Commercial Items applies to this acquisition. The following clauses listed in 52.212-5(b) and (c) are included by reference: 5.222-21; 52.222-22; 52.222-23; 52.222-41; 52.225.3; and 52.232-34. THIS PROCUREMENT IS 100% SET A-SIDE FOR SMALL BUSINESS CONCERNS UNDER NAICS 532412, WITH A SIZE STANDARD IN DOLLARS OF $6,500,000.00. The Government reserves the right to make an award on the initial quote without discussions on this procurement. Award will be made to the responsive and responsible offeror who submits the lowest aggregate price. 1. The contractor is required to furnish a wheeled front-end loader with heavy duty rock bucket and utility fork attachments for use by the U.S. Army Corps of Engineers. This loader will be used to move stone materials - the stone being handled varies in size, starting as small as railroad ballast, up to and including stone blocks as heavy as fourteen (14) tons each. The loader will be used at the Chicago District Corps of Engineers Stone Dock, located on the north side of the mouth of the Chicago River in Calumet Harbor. 2. PURPOSE: This equipment will enable the Corps of Engineers to efficiently load approximately 15,000 tons of stone for transport. This stone will be used to repair breakwater navigation structures. 3. RENTAL PERIOD: The rental period for the loader will be from 27 May 2008 through 03 October 2008. 4. EQUIPMENT REQUIREMENTS: The front-end loader provided shall be a wheeled type, articulated, and equipped with an hydraulic actuated quick coupler that can be operated by a single individual, and allow for easy exchange of bucket and utility fork attachments. Appropriately-sized loader models would be a Caterpillar 980H, a Komatsu Dresser WA500, John Deere 844J, Case 921E or any other manufacturers' models that are similar in size and capability, or larger. The loader will be used to support a crane, and will move stones up to fourteen tons in size. Two attachments shall also be provided: 1. Heavy-Duty Rock Bucket: The rock bucket shall be 5 CY in capacity or larger. The heavy-duty rock bucket may be straight-edged, or spade-nosed, and shall have teeth. This bucket will be used to load granite railroad ballast, and well as granite boulders as large as eight (8) tons in size. 2. Construction Utility Fork: The construction utility fork must have a carriage with sized appropriately for the loader, and fit the quick coupler provided by the contractor. The construction utility fork may have either manually adjustable tines or hydraulically actuated tines for side-to-side adjustments from the cab. The utility fork tines must have a static load capacity rated beyond the lift capabilities of the front-end loader provided, a minimum tine spacing of 46", and a minimum horizontal tine length of 72". The supplier shall maintain the equipment during the rental period. Equipment maintenance provided by the contractor includes all normal periodic maintenance typically performed during normal operation. This includes the replacement of filters, oils, coolant, hydraulic fluids, bucket teeth, etc. All necessary equipment maintenance shall have been completed prior to delivery, such that the endloader is ready for use on 27 May 2008. The end-loader shall be fully fueled at the beginning of the rental period. Thereafter, the Government will be responsible for refueling. 5. DELIVERY REQUIREMENTS: The loader shall be delivered to the Chicago District Corps of Engineers Stone Dock, which is located at the mouth of the Calumet River, Chicago, Illinois. The date of delivery shall be no later than 27 May 2008, at 3:00 pm local time. Stone Dock site access for equipment delivery will require coordination with the Chicago District Corps of Engineers' technical POC. Access to the site can be gained at East 86th Street and South Green Bay Avenue (see attachment). The nearest local address is: 8555 South Green Bay Avenue, Chciago, IL 60617. Delivery of the rental equipment at any time after 3:00 pm local time on the appropriate day shall constitute a late delivery, and the contractor will be required to submit to the LATE DELIVERY provisions specified below. Delivery of an endloader that has not been properly maintained and ready for safe operation by 3:00 pm, 27 May 2008 shall also constitute a late delivery, and the LATE DELIVERY provisions will apply if this occurs. The supplier will provide the means to deliver the equipment to, and remove the equipment from, the COE Stone Dock in Calumet Harbor as part this rental agreement without further compensation. 6. LATE DELIVERY: If the equipment is delivered at any time after date listed above in paragraph 3 - DELIVERY REQUIREMENTS, the contractor will have the contract amount reduced on a pro-rated basis for the number of days late, rounded up to the nearest whole day. 7. SUBMITTALS: The following items are to be submitted with the contractor's proposal: Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with its quote.
