- Department of the Air Force, Air Force Materiel Command, OO-ALC 500 CBSS/GBLB, 6021 Gum Lane (Bldg 1228), Hill AFB, UT, 84056-5838. This announcement constitutes a Request for Information. The 500 CBSS/GBLB- Ground Theater Air Control System (GTACS) Office is considering issuing a competitive A&AS acquisition for engineering and logistics support, data analysis, financial planning and management, and IT support for long term sustainment of GTACS systems. One of the key elements of support is the AN/TPS-75 radar. The following information is requested to assist the Air Force with identifying potential sources and to provide a better understanding of the requirement. This is neither a request for proposal nor an invitation for bid. There will be no reimbursement for the information provided. Description The Air Force is holding an industry day for a competitive A&AS small business set-aside acquisition in support of the GTACS System Support Management Office (GSSMO). The purpose of this day is to discuss the requirement to make sure potential sources understand the scope of this effort and to answer any questions. As part of this requirement, the contractor shall provide professional services for 1) System Analyst - Contractor will conduct system analysis and data review of GTACS end items and provide periodic system health assessments. Additional details provided in the PWS. 2) Financial and Budget Support - planning, budgeting and forecasting funds. Contractor shall demonstrate a familiarity with working capital funds and multiple congressional appropriations in both current and future years. Additional details provided in the PWS. 3) Engineering and Logistics Support - provide engineering and logistics support for sustainment of the AN/TPS-75 radar sensor and AN/TLQ-32 ARM Decoy. These positions are critical. Oversight of third-party contractor engineering projects, reviewing of source qualification statements related to parts procurement, writing and /or reviewing technical orders, development of time compliance technical order and engineering change proposals. Additional details provided in the PWS. 4) Information Technology (IT) Support - Contractor will support SSMO systems administration requirements and associated Local Area Network (LAN) and Wide Area Network (WAN) hardware, software, and communications assets. Additional details provided in the PWS. The draft RFP, PWS, and L & M are anticipated to be released 23 Apr 2008. The industry day is scheduled for 29 Apr 2008 beginning at 0830 with an hour lunch and concluding at 1600 or later, if necessary. One-on-one discussions/meetings or telecoms with interested contractors will be scheduled by Ms.Bette Popa (801) 586-2109 (contractor position) on the following day, 30 Apr 2008. The individual sessions will be limited to 25 minutes. Please limit the number of people attending this industry day to two (2) per company. The industry day will be held in building 849 in the Sullivan Conference Room, #A-01 located in the front of the building (east end of Hill AFB). The one-on-one discussion will be held in building 1228 (west end of Hill AFB). Please provide a response if you plan on attending this industry day no later than 22 Apr 2008. Individual meeting times will be arranged on a first come first serve basis regarding the time. We welcome any questions prior to the industry to give the government team time to review and prepare answers. Questions during this day will be answered to the best of our knowledge but some questions may require additional time to review and respond to if they are provided on that day. The Air Force intends to release a draft Request for Proposal (RFP) in the near future. The competition is currently being developed as a Lowest Price Technical Acceptable (LPTA) competition. Special Considerations The contractor's are hereby notified that in accordance with 5315.305(c)(2) that non-government advisors are necessary to assist with notification of attendance and scheduling the one-on-one meeting.
