Description
NAICS Code: 711510 This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the onlysolicitation; quotes are being requested and a written solicitation will not be issued. This is a Request for Quotation (RFQ), number RFQ-DC-08-00134, for an oil on canvas portrait of the Administrator of the U.S. Environmental Protection Agency (US EPA). This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-24. This procurement is a 100% small business set-aside under FAR part 19.5. The NAICS code is 711510 with a size standard of $6.5 million. Contract line item: one (1) custom-framed portrait. DESCRIPTION OF REQUIREMENTS: The EPA requires a three-fourths (3/4) body length, lifelike, oil on canvas portrait of the EPA Administrator. In producing this painting, the Contractor shall be able meet the following specifications/requirements: 1) The Contractor shall be able to paint from live sittings and photographs. 2) The Contractor shall conduct a one-on-one interview with the subject. 3) The live sittings shall be in a location that is convenient to the subject. 4) The portrait shall depict a vibrant likeness of the subject: capturing his essence and personality. 5) The frame used shall be similar to those housing the portraits of past administrators. 6) The framed portrait shall be delivered to 1300 Pennsylvania Ave., NW, Washington, D.C. 20004, FOB Destination, approximately four (4) months after the initial interview. ADDITIONAL INFORMATION: At project inception, the Contractor shall discuss specifics with the EPA Project Officer (PO). The PO will furnish the Contractor with relevant contact details for the subject. The Contractor shall coordinate availability with the Administrator's scheduler. The PO shall be notified - via telephone or e-mail - of any scheduling problems within five (5) days. For planning purposes, the Contractor shall anticipate two (2) live sittings of approximately three (3) hours each. The Contractor shall agree to provide the PO with updates as requested. The Contractor shall immediately notify the PO of any problem that could delay timely completion. After acceptance of the portrait from the subject and/or PO, the framed painting shall be delivered to the PO. EVALUATION FACTORS: The Government intends to award a firm-fixed-price Purchase Order resulting from this solicitation to the responsible small business whose quote, conforming to the solicitation provisions, will be the most advantageous to the Government, cost and other factors considered. Price, past performance, and technical capability will be used to evaluate quotes. Evaluation factors other than price, when combined, are approximately equal to price. The following FAR provisions and clauses apply to this acquisition: 52.212-1, 52.212-3, 52.212-4, 52.212-5, 52.219-6, 52.222-3, 52.222-19, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-50, and 52.225-13, 52.232-33. These provisions may be viewed electronically at www.arnet.gov. Vendors are reminded that award can only be made to a Contractor registered in the Central Contractor Registration (CCR) database. QUOTE SUBMISSION INSTRUCTIONS: Quotes should include a succinct description of the vendor's ability to meet the requirements described herein; and examples of work relevant to this project. Submissions shall be sent electronically to Michael Gilham at gilham.michael@epa.gov. Quotes that do not fully comply with the terms and conditions of this solicitation may be excluded from consideration. Quotes must be received by 1:00 PM EDT on Monday, April 21, 2008.
