Description
This synopsis is posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. Vendors should regularly access the specified websites to ensure they have downloaded any and all amendments. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) requires a contract for delivery of, and licenses to use, non-commercial, off-the-shelf Ship Air Defence Model (SADM) software and subscriptions to maintenance for same. The contract may include an option to extend the maintenance subscriptions and accommodate maintenance for additional restricted-rights licenses currently held by the US Navy for SADM software. The requirement includes: (1) six new licenses for the off-the-shelf SADM Tactical Edition with subscriptions to software updates (maintenance); (2) SADM radar source code; and (3) SADM electronic support source code. Required Features of the Modeling and Simulation software: (1) Software is programmed to simulate a ships air defense system against missile attack with hard-kill, soft-kill, and hard-kill/soft-kill interaction. (2) Software is adapted to USN ships air defense systems as well as USN electronic warfare systems. (3) Software incorporates a! ctual USN Electronic Attack (EA) waveform and decoy algorithms in its models. The SADM software is proprietary to BAE Systems Australia Limited at Edinburgh SA. Because of the terms of the license agreement for restricted rights to the SADM software, and compatibility, and interface issues affecting function of the software developed for the Government, the Government intends, in accord with FAR 6.302-1, to solicit BAE Systems Australia Limited on a sole source basis; see NOTE 22. The Government intends to award a firm fixed-price contract for the required software in May 2008. RFP N00178-08-R-3022 will be issued when this synopsis has been published for at least 15 days; time from publication of this synopsis to award of a contract may take as little as 45 days. Questions and responses should be submitted, in Microsoft Word format, no later than 2:00 PM Local time on 24 April 2008 to DLGR_NSWC_XDS13@NAVY.MIL and should reference this synopsis number: N00178-08-R-3022. Please include your company CAGE code (if you have one) and POC information with your response. This synopsis notice does not constitute an Invitation for Bids, Request for Proposals, nor a Request for Quotations, and is not to be construed as a commitment by the Government to issue a contract or an order or otherwise pay for the information solicited. This synopsis is issued for informational purposes only. Responses in any form are not offers. There are no funds available to pay for the cost of preparing responses to this synopsis.
