- Concerns having the ability to furnish the supplies and services described herein are requested to give written notification (including the telephone number for a point of contact) to the procuring office above within 14 calendar days from the date of this synopsis. The Albuquerque Seismological Laboratory (Geologic Division, Central Region) has a requirement for integration and installation of wind power systems at the Global Seismograph Network (GSN) Stations in Adak, Alaska (ADK) and Tristan da Cunha, South Atlantic (TRIS). Due to the harsh environment and extreme wind conditions at these stations that have destroyed multiple horizontal propeller type generators, USGS is specifying vertical axis (savonius) wind turbines (VAWT). For safety reasons a tall tower mount that is required for horizontal generators is not acceptable. The systems shall supply power for a seismic recording system at 120 watts 24 VDC load 24 hours/day. The winds at ADK and TRIS can be sustained for days 6-15 meters/second and gusting much higher. The systems shall be capable of hybridization with the existing DC power system and batteries. The systems shall be immune to the collection of hoar frost and the associated problems with blade balance. The systems shall have a lubrication system for long life assurance of mechanical parts. The systems shall be capable of disassembly for transportation to remote locations. Contractor shall furnish engineering drawings and Operation and Maintenance manuals for all equipment. Contractor shall have at least proven 10 - 15 year experience with wind turbine generators that have been placed in North Sea, Antarctic, Sahara Desert and Pacific islands, known for the harsh environments.Required specifications:Output Voltage - 24 VDCOutput Current - 8 AmpsCut-in Wind speed - 3 m/secSustained wind speed - 16 m/sec or greaterPeak wind speed - 50 m/sec or greaterAxis type - Vertical (savonius)Immunity to ice accumulation - requiredShort mast mounting - desired for safety reasonsLubrication system - requiredHybridize with existing solar power system - requiredDrawings, and operation and maintenance manuals - requiredPortability to remote location - requiredMature product - requiredBased on information available at this time, and in accordance with 41 U.S.C. 253(c)(l), implemented by FAR 5.302-1, the Government considers the specified supplies and services as a sole source procurement from Oy Windside Production Ltd, Finland, and proposes to negotiate a contract with that firm on that basis. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required supplies and services are invited to submit in writing an affirmative response to this announcement, along with other materials which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, requests for such documents WITHOUT accompanying information will be considered non-responsive to this request without further consideration. This announcement is for information purposes only; no formal RFQ will be available. This notice may represent the Government's only official notice of this procurement.
