Description
Background: The overarching goal of the USAID P.L. 480 Title II food aid programs is to improve the food security and nutritional status of vulnerable populations around the world. This is achieved by addressing the root causes of food insecurity while also providing direct nutritional support for immediate dietary needs through the consumption of P.L. 480 Title II food aid commodities. The extent to which food aid rations contribute to total dietary requirements varies among different beneficiary populations, impacted by demographics as well as the socioeconomic and environmental conditions within which a beneficiary lives. Health status and the burden of disease are also significant factors that impact nutritional status, the bioavailability of nutrients and an individual’s food security. The sum of these factors determines the optimal quality, quantity and mix of food aid commodities. Discussion: The US Agency for International Development intends to issue a Request for Proposals (RFP) for which the objective of the activity is to reach a consensus on optimal enrichment and fortification formulas for selected P.L. 480 Title II commodities. This analysis shall be based on a comprehensive review of the nutritional needs of target beneficiaries in the context of total available dietary resources, including other enriched, blended and/or fortified foods and micronutrient supplements. There are several elements to the process, including a rigorous scientific review of existing enrichment and fortification technologies, an active consultative process by industry, academic and operational experts, and the matching of these factors with the nutritional needs of P.L. 480 Title II beneficiary populations. USAID anticipates the award of a cost plus fixed fee completion contract for a two year base period with no options. The authorized geographic code for this requirement is 000. Per Federal Acquisition Regulation (FAR) Part 19.201, USAID strongly encourages the participation of small business concerns, small disadvantaged business concerns, and women-owned small businesses in this activity as prime or subcontractors. The release of this notice does not obligate USAID or the US Government to release an RFP or make an award of any type.
