- Description
- The Army Sustainment Command is conducting a Sources Sought/Market Survey for the following items: Cord, Detonating: Type 1 Class E; Cord, Detonating: Reinforced; Cord, Detonating: Wirebound; Cord, Detonating: Lightweight; Cord, Detonating: Inert-Reinforce, Dummy. The Detonating Cords are used primarily as a priming agent or alone as an explosive charge. The Inert-Reinforced Detonating Cord is used primarily in training demolition personnel in the proper procedures for priming demolition charges. Specification MIL-DTL-17124 contains complete requirements for manufacturing, inspections, testing, and packaging for Detonating Cord. The Cord, Detonating: Type 1 Class E (NSN 1375-00-180-9356, DODIC: M456) consists of a core of PETN in a seamless textile tube. The tube is covered with a thin layer of asphalt, and sheathed in an outer cover of plastic coated textile. The plastic outer cover is smooth and colored olive drab. The Cord, Detonating: Reinforced (NSN: 1375-00-028-5168, DODIC: M456) consists ofa core PETN with an optional center string, protected by layers of material: optional paper liner, braided or counter wrapped textile, plastic sheath, braided or counter wrapped textile, and a olive drab wax finish. It will function after 24 hour submersion, provided the cut ends have been protected or have 6-in. free ends. The Cord, Detonating: Wirebound (NSN: 1375-00-310-2678, DODIC: M457) consists of a core PETN with an optional center string, protected by layers of material: optional paper liner, braided or counter wrapped textile, plastic sheath, bronze wire, braided or counter wrapped textile, and a olive drab wax finish. It will function after 24 hour submersion, provided the cut ends have been protected or have 6-in. free ends. The Cord, Detonating: Lightweight (NSN: 1375-00-316-3636, DODIC: M977) consists of a core PETN with an optional center string, protected by layers of material: optional paper liner, braided or counter wrapped textile, plastic sheath, braided or counter wrapped textile, and aolive drab wax finish. Manufactured material will not visually be affected by immersion in water for a minimum period of 72 hours. The Cord, Detonating: Inert-Reinforced, Dummy (NSN 1375-00-621-8373, DODIC: M458) is used in demonstration and training fordemolition, and it does not perform any ballistic function. This Inert Detonating Cord, similar to Type I, Class E in construction and external appearance, consists of an asphalt-coated cotton tube sheathed in an outer cover of smooth plastic coated rayon. The inert cord differs from the service cord in that the cord of the training item is inert loaded with poly-vinyl chloride (PVC) filler and the plastic outer coat is blue. This survey is open to both large and small businesses. The NAICS Code for thisannouncement is 325920, Explosives Manufacturing. The Small Business size standard is 750 employees. This survey is being conducted to evaluate the production capability of the existing base for the subject item. Please include your firms business size in your response. The respondent to this market survey should be able to show that they have the technical capability, manufacturing capacity, certification to receive export-controlled technical data (as applicable), and good past performance in explosives processing industry, as an indicator of existing qualifications. Interested companies who have the necessary capabilities should respond by providing the following information; a summary of your company's capabilities, description of facilities, personnel, and manufacturing capabilities and experiences and how they directly relate to the planned procurement; estimated minimum and maximum monthly production quantities, the minimum procurement quantity (MPQ) required for production, and estimated prices based on production of the following quantities: 5K, 10K, 50K, 100K, 500K, 1000k, and 3000k feet. A respondent should state if they have made this item in the past. If a respondent does not currently have complete relevant resources (technical, personnel, etc.) available, the respondent must identify their needs and be able to specifically demonstrate their ability to obtain those resources in a timely fashion. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet these criteria. This information shall be submitted no later than 8 May 2008 to HQ, Army Sustainment Command, ATTN: AMSAS-ACA-M/Stephanie Migawa; stephanie.migawa@us.army.mil, BLDG 350, Rock Island, IL 61299-6500. All information collected from this market survey shall be used for planning purposes only. Inadequate information may not support all potential acquisition strategies and follow-up requests are not planned. Do not mistake this market survey as a request for proposal or as an obligation on the part of the government. The government does not intend to award a contract on the basis of this market survey or otherwise pay for information submitted. The government will utilize the information provided only to develop the acquisition strategy for future requirements. All information submitted will be held in a confidential status.
