Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; however, the same information is available in the attached RFQ, under the same solicitation number. Interested parties are encouraged to use the RFQ to submit quotes in response to this solicitation. (ii) The solicitation number is SPM4LG08X0004 and the solicitation is issued as a request for quotation (RFQ) under simplified procedures at part 13.5. (iii) This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24, dated February 28, 2008. (iv) This procurement is other than full and open competition. The government intends to award utilizing a best value determination. The NAICS code is 332991 and the small business size standard is 750. (v) Line item number 0001: 3110-00-100-3524, 853 each per year, estimated. (vi) Item Description: CONE AND ROLLERS, TAPERED ROLLER BEARING CLASS 2 TOLERANCES. THE TIMKEN CORPORATION (60038) P/N 18200 IDENTIFY TO: MIL-STD-130M, DATED 02 DEC 2005. IDENTIFICATION MARKING OF U.S. MILITARY PROPERTY PRODUCTION LOT SAMPLING: 1. SAMPLING FOR INSPECTION AND TESTING SHALL BE IAW ANSI/ASQ Z1.4-2003. ANY ALTERNATE PLAN MUST BE APPROVED BY THE PCO. A SAMPLING PLAN THAT ACCEPTS ON ZERO DEFECTS IS REQUIRED. 2. ANY DEFECTIVE ITEM DISCOVERED DURING INSPECTION MAY BE CAUSE FOR REJECTION OF THE ENTIRE CONTRACT QUANTITY. CRITICAL APPLICATION ITEM I/A/W FOREIGN BEARING REFNO AMEND NR TYPE NUMBER (vii) Date of delivery: 30 days after receipt of order. Place of delivery: Any DOD stock location or CCP. FOB point: Destination. Inspection and Acceptance: Origin. (viii) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. (ix) The provision at 52.212-2, Evaluation-Commercial Items, does not apply. Evaluation of offers will be in accordance with section M of the RFQ (see above), to include DSCR clauses M15F31, 52.215-9G05, Automated Best Value System, July 2002, and M15F32, 52.215-9G06, Evaluation and Award, February 2000. For the purposes of this solicitation, the box “approximately equal to cost or price” in paragraph “b” of clause M15F31 is checked, and the box “ABVS score” in paragraph “d” of clause M15F32 is checked. (x) Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with offers (clause is in the RFQ). (xi) Clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. (xii) Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. (xiii) Terms and conditions shall be in accordance with the posted RFQ. (xiv) The Defense Priorities and Allocations System (DPAS) assigned rating is DO-C9. (xv) CBD Numbered Notes 12 applies. Alternate offers will be evaluated in accordance with Clause L17C01.
