- This is a SOURCES SOUGHT NOTICE. This notice is for market research purposes only and does not constitute a Request for Quote or Request for Proposal; and, it is not considered to be a commitment by the Government nor will the Government pay for information solicited: no basis for claim against the Government shall arise as a result from a response to this Sources Sought or Government use of any information provided. The intent of this notice is to identify potential small business sources capable of providing Communications and Information Support services to 341 Space Wing, Malmstrom Air Force Base, Montana. The scope of services is for the operation and management of: Wing Information Assurance Office ? The contractor shall serve as the Wing Information Assurance Manager and shall implement, manage and conduct base-wide Information Assurance awareness programs in accordance with AFI 33-204 and AFI 33-230; shall apply IT security principles, methods, and security products to protect and maintain the availability, integrity, confidentiality, and accountability of information system resources and information processed throughout the system?s life cycle; continuously identify and analyze threats and vulnerabilities to the information systems; ensure computer software designs address information system security requirements; accomplish risk analysis, security testing, and certification due to modifications or changes to computer systems; evaluate, assess, or locally test and approve all hardware, software, and firmware products that provide security features prior to use on any accredited information system or network; certify all software prior to installation and use on communications and computer systems; execute computer security plans and enforce mandatory access control techniques such as trusted routers, bastion hosts, gateways, firewalls, or other methods of information systems protection; Base Communications Security (COMSEC) Account ? The contractor shall serve as the base COMSEC Manager for all cryptographic activities; formulate and develop communications security criteria and requirements for inclusion in mobility, contingency, and exercise plans; maintain accountability for sensitive cryptographic materials and related COMSEC information; investigate incidents to determine the possibility of compromise to COMSEC materials; Base Records Management ? This service provides reliable methodology and training to include service provider personnel and designated base personnel to store, retrieve, maintain, transfer, and dispose of official Air Force records IAW U.S. Public Law and related Air Force regulations; Base Publications Management ? The contractor shall implement procedures and guidance in accordance with AFI 33-360 and administer the installation publications and forms management program; Base Official Mail Center (OMC) ? The contractor shall provide mail processing in accordance with DoD 4525.8M and U.S. Postal Service requirements. This service includes processing incoming and outgoing materials for distribution, operating postal metering equipment, loading and unloading of postal mail, as well as providing referral mail service, and tracking postal expenditures; Base Multimedia Center ? The contractor shall provide professional multimedia products and services in accordance with AFI 33-117 and Base Multimedia Manager policy. This service includes photography, graphics, video services, accessioning, hardware and software asset management, and public address and presentation support services; Base Personal Wireless Communications Systems (PWCS) ? The contractor shall administer the installation PWCS systems program in accordance with AFI 33-140; provide technical solutions for PWCS functional requirements in accordance with AFI 33-103; ensure all organizational PWCS requirements are analyzed and evaluated using an appropriate PWCS Decision Matrix; be responsible for requirements processing and risk certification by ensuring all PWCS asset requirements are reviewed and recertified annually; ensure an annual inventory of all reportable PWCS equipment is performed; provide initial and annual refresher training to unit PWCS managers; ensure all PWCS devices connected to the base or DoD infrastructure accreditations are current; Installation Spectrum Management (ISM) Program ? The contractor shall operate and maintain the ISM Program in accordance with AFI 33-118; keep frequency licenses current through the ISM; maintain and provide frequency management allocations for all radio frequency systems, which includes base support radios and pagers that radiate from the installation and from those outlying activities hosted by the installation; Automated Surface Observation System (ASOS) Maintenance ? The contractor shall develop and implement a preventative maintenance and inspection program; provide a summary report of all maintenance actions; maintain a master clock, synchronized to the National Institute of Standards and Technology; provide access to the meteorological equipment sensors; perform scheduled preventative maintenance inspections in accordance with the ASOS site technical manual; Audiovisual and Presentation support and the training of customers for all supporting services required to perform Communications and Information Support services. This statement should include any potential cost savings and/or benefits to the Government if the services are consolidated. Socioeconomic status shall be included in accordance with the NAICS code identified for this requirement. The information provided will be the basis for the Government?s decision to establish this requirement as a small business set-aside for competitive acquisition. The NAICS code for this requirement is 519190, with a size standard of $6.5M. A solicitation will be issued and synopsized on the Federal Business Opportunities website, http://www.fedbizopps.gov. It is the potential offeror?s responsibility to monitor the posting site for release of any future synopsis and solicitation. Proposed contract is being considered as a small business set-aside under the Small Business Act. Interested parties must be registered in the Central Contractor Registry (CCR) as prescribed in FAR Clause 52.232-33.
