Description
The Naval Air Warfare Center - Aircraft Division (NAWCAD) has a requirement for sound suppression louvers to fit in a Navy designed framework to be used at the Propulsion System Evaluation Facility (PSEF). The requirement is for any number of louver sections to fill the 5 louver areas; housed in a 12" depth metal frame; and all mounting hardware to secure louver sections to the housing. Detailed specifications below. This notice is a combined synopsis/solicitation for commercial items prepared under the authority of FAR 13 and Subpart 12.6, as supplemented with additional information included herein and is a 100 percent Set-Aside for Small Business concerns. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The provisions at FAR 52.212-1 and 212-2 apply. FAR 52.212-4 and 212-5 will be included in any award resulting from this notice. Full text for these FAR provisions and clauses may be accessed at http://farsite.hill.af.mil/ In accordance with FAR 19.5, this acquisition is identified under NACIS code 332322 - Sheet Metal Manufacturing. The small business size standard under this NACIS code is 500 employees (or less). ALL SUPPLY ITEMS MUST MEET ALL OF THE FOLLOWING SPECIFICATIONS: The Louvers shall be made out of a corrosion resistant metal. The Louvers shall have a minimum open flow area of 40 percent for each square inch of area. The minimum field noise sound reduction rating for the Louver sections shall be 6 dba for 100Hz to 5000Hz. Louvers are required to fill 5 open areas. The areas are in the following sizes (multiple louvers can be used to achieve the dimensions listed): Open area of 4 feet-9.5 inches Wide x 12 feet-0 inches High QTY: 2 Each Open area of 4 feet -3 inches Wide x 11 feet -9.375 inches High QTY: 2 Each Open area of 5 feet-6.25 inches Wide x 12 feet-0 inches High. QTY: 1 Each Each Louver section shall be housed in a corrosion resistant metal frame. (Frame depth shall be 12 inches). Vendor shall furnish all mounting hardware to secure Louver sections to housing. QTY: 1 Lot. Warranty: The quotation shall contain a copy of the vendor's standard commercial warranty. QTY: 1 Lot NSP (Not Separately Priced) Quotations will be evaluated based on the following factors: Technical, Price, Delivery, and Past Performance. Meeting all technical specifications is twice as important as schedule and cost combined, however, the Government will make an integrated evaluation, price and other non-price factors considered. No split awards will be made for the quantity of items will be made. TECHNICAL : Please provide commercial brochures/literature for the louvers, and/or other information sufficient to show how the quoted products meet all of the required technical specifications as provided herein. In addition provide a copy of the standard commercial warranty terms and conditions. PRICE : Please provide a price per unit and extended pricing that shows the total price being quoted to meet all of the requirements. List any discounts which may be applicable. Pricing shall include FOB Destination terms to NAWCAD, Patuxent River MD 20670. DELIVERY : Please specify a date for delivery of all items after receipt of a written Purchase Order. PAST PERFORMANCE : Please provide three prior contracts or purchase order numbers; for recent, same or similar products sold to other customers. Include a point of contact and phone number for each contract/purchase order record provided. All proposals shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items.
