Description
The Department of Commerce National Environmental Satellite Data Information Services (NESDIS), International and Interagency Affairs (IIA) office in Silver Spring, MD require restructure of IIA's website to ensure compliance with recognized legal and industry standards. The following work requirements describe contractor activities to be performed in the NOAA/NESDIS International and Interagency Affairs (IIA) Office. The contractor will coordinate with the Chief and staff of the Satellite Activities Branch (SAB), NOAA's Satellite and Information Service, Office of International and Interagency Affairs, to ensure the website are Section 508/World Wide Web Consortium (W3C) complaint, License (CRSI) and NOAA CRSI Secure website. Offeror's who believe they can meet this requirement are required to submit in writing an affirmative response. The task that are necessary to redesign and restructure the websites so that they can comply with Section 508 and W3C include: -Convert all HTML documents to XHTML as per W3C standards -Separate pages into four sections: graphic header, navigation, body content, and footer. -Remove all background graphics and place them to right of the content in order to facilitate legibility. -Convert all serif fonts in graphics and text to sans serif to enhance visibility. -Create global cascading style sheet for text formatting, positioning, tables, and color classifications. -Ensure external sites or links to documents such as PDF s open in a new browser window. -Ensure all images and graphics resale with changes in screen size -Provide alternative tags for all graphics. -Other work as determined to bring the website within compliance. -Complete Section 508 and W3C testing for each site using standard industry online validation tools. The North American Industry Classification System (NAICS) code is 541511. No Solicitation shall be issued. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bonafide capability to meet the requirements. Affirmative written response must be received no later than 10 days after publication of this synopsis. Proposal submissions must be submitted to following contact person.
