- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is W912P6-08-Q-0010 and is issued as a request for quote (RFQ). The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-24. The North American Industry Classification System (NAICS) Code for this requirement is 532411, with a size standard of $6.5 Million. THIS ACQUISITION IS UNRESTRICTED TO BUSINESS SIZE. The provisions at 52.212-1, Instructions to Offerors-Commercial applies to this acquisition. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with this offer. In addition, the clause(s) 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders-Commercial Items; and 52.211-11, Liquidated Damages-Supplies, Services, or Research and Development applies to this acquisition. The following clauses listed in 52.212-5(b) and (c) are included by reference: 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-50, 52.225-3 (Alternate II), 52.225-13, and 52.232-33. The Government reserves the right to make an award on the initial quote without discussions on this procurement. Award will be made to the responsive and responsible offeror who submits the lowest price technically acceptable quote. The Scope of Work is as follows: SUMMARY: The contractor is required to furnish an unmanned deck barge for use by the U.S. Army Corps of Engineers (COE) for a period of two months (from 01 May 2008 through 30 June 2008), for service on Lake Michigan between Calumet Harbor, IL and Burns Harbor, IN. The barge will be used to haul stone materials, ranging in size from stones as small as railroad ballast, up to and including stones as large as 18 Tons each. PURPOSE: This procurement will enable the Corps of Engineers to efficiently transport approximately 13,000 tons of stone that will be used to repair breakwater navigation structures. RENTAL PERIOD: The rental contract period for the deck barge will be two months, starting on 01 May 2008, and will continuing through 30 June 2008. BARGE REQUIREMENTS: The supplier shall furnish an unmanned deck barge of the following minimum size: 150 ft. by 40 ft. by 10 ft. The maximum acceptable size shall be: 250 ft. by 60 ft. by 15 ft. The deck barge furnished shall be in seaworthy condition, free of leaks, and be ready to carry stone between Calumet Harbor and Burns Harbor on Lake Michigan. It shall have a minimum of three serviceable mooring lines. Deck hardware shall consist of bits and/or kevels, with spacing no greater than 35’ between each bit and / or kevel. 4.1 GAUGES: Each barge shall be suitably marked with two displacement gauging lines on each side of the barge. Each gauging line shall be painted perpendicular to the edge of the barge and be no less than 4 inches wide and 1 foot long on both the deck and side of the barge. Barges with rakes shall have the displacement gage lines placed at each corner of the box section between the rakes. If a barge has a box end or ends, the gauging lines shall be placed approximately four feet from the box end. 4.2 GAUGING TABLES: The supplier shall furnish the displacement tables for the deck barge provided, showing draft depth and fresh water displacement quantities in short tons. DELIVERY REQUIREMENTS: The barge shall be delivered to the Chicago District Corps of Engineers Stone Dock, which is located at the mouth of the Calumet River, Chicago, Illinois. The date of delivery shall be no later than 01 May 2008, at 11:00 am local time. The contractor shall coordinate with the Chicago District Corps of Engineers’ technical POC to coordinate any issues associated with the delivery of the barge by this time. The contract rental period will begin on this day. The supplier will provide the tug/towboat and crew to deliver the barge to, and remove the barge from, the COE Stone Dock in Calumet Harbor as part this rental agreement without further compensation. PAYMENT TERMS: If the barge is delivered at any time after the date listed above in DELIVERY REQUIREMENTS, the contractor will have the contract amount reduced on a pro-rated basis for the number of days late. LATE DELIVERY: The contractor will be charged liquidated damages in the amount of $400.00 /day for each day after the specified delivery date and time that the barge is delivered late to the COE Stone Dock. Delivery of the barge after 11:00 am local time on any specific day shall be considered as if the barge was delivered on time for the following day, and all applicable contract penalties shall apply. MARINE SURVEY: The COE will employ an independent marine survey firm to inspect the barge prior to COE use on or before 06 May 2008, and prior to the completion of the rental period on 30 June 2008. A Chicago District COE Contracting Officer’s representative will be present for the inspection, along with the supplier’s representative. This survey will verify that the barge is in a seaworthy condition for the service and route specified above. Existing damage prior to COE use and any new damage subsequent to COE use will be identified. EVALUATION OF QUOTES: Quotes will be evaluated based on the technical specifications listed above in BARGE REQUIREMENTS. NO SUBSTITUTIONS ARE ALLOWED. Contractors who do not meet specifications will be deemed technically unacceptable and removed from competition. AWARD: A Purchase Order will be awarded to the Offeror submitting the lowest priced technically acceptable Quote. No award can be made to any company unless the company is registered in the Central Contractor Registration required by the Department of Defense. PAYMENT: Payment will be made within 30 days of end of the rental period by electronic deposit. However, partial payments may be made upon presentation of an invoice at the end of each calendar month.
