- This is a combined synopsis/solicitation for commercial items prepared in Accordance with the format in Federal Acquisition Regulations document (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number FA7000-08-T-0062 is being issued as a Request for Quotation (RFQ) in accordance with FAR Parts 12 and 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 01-07. All applicable provisions and clauses are included in the actual solicitation. This electronic announcement constitutes the only solicitation being issued. Under the provisions of the Small Business Competitiveness Demonstration Program this procurement is unrestricted by business size and socio-economic category and competition is full and open. The North American Industry Classification System (NAICS) code is 561730, and the small business size standard is $ 6,500,000. Women and women owned, service disabled veteran owned, and small disadvantaged businesses are strongly encouraged to submit quotes. The Government intends to issue a firm fixed price service contract for the following: Rangeland Noxious Weed Control at the USAF Academy (USAFA) and Farish Recreation Area IAW the statement of work. The period of performance is from time of award through 30 September 2008 with four (4) one year option periods. The USAFA, 10 CES/CECN, has a requirement for Rangeland Noxious Weed Control from time of award through 30 September 2008 with four (4) one year option periods. The noxious weed control will consist of 350 acres per year to be performed at the USAFA and the Farish Recreation Area (Farish). See the Statement of Work Rangeland Noxious Weed Control Services at the USAFA and Farish (below) and attached aerial photographs for specific details. There are fifteen (15) CLINS. CLIN?s 0001, 0002, 1001, 1002, 2001, 2002, 3001, 3002, 4001, and 4002: Annually spray herbicides on 350 acres of rangeland on the USAFA and Farish Recreation Area to control noxious weeds. A base period and four (4) one year option periods. Quotes must be provided on a per acre basis. CLIN?s 0003, 1003, 2003, 3003, and 4003: Annually control up to 50 Russian olive trees using a stump cut and herbicide application approach. A base period and four (4) one year option periods. A site visit will be held Monday, 7 April 2008 from 8:00 a.m. to 11:00 p.m. Mountain Standard Time. Participants of the site visit will meet in Conference Room A, Building 8110, Industrial Drive, USAF Academy, CO 80840. Submit the names of all attendees (not to exceed four (4) per firm) to Scott Rogers or Carol Mohr no later than 3 April 2008 at 4:00 PM Mountain Standard Time. This information must be provided in advance in order to ensure adequate seating and government provided transportation for the conference and site visit attendees. Please ensure vehicle proof of insurance and registration are current and bring a government issued photo ID (i.e., state issued drivers license, retired military ID, etc) or you will not be allowed access to the base. This acquisition is unclassified. Information provided at this conference shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply. All questions shall be submitted in writing within 24 hours after the site visit ends on 7 April 2008 unless otherwise directed. Please submit questions only by e-mail and be as clear and concise as possible. Reference sections of the contract or Scope of Work to include page and paragraph etc. to ensure an accurate response. A record of the site visit shall be made available to all prospective Offerors on the Federal Business Opportunities web site. The Government will award a firm fixed price service contract from this solicitation to the responsible Offeror whose lowest price and technically acceptable quote conforms to the solicitation. Only technically acceptable offers will be considered. The Government intends to evaluate offers and make award without discussions; however, this does not preclude the Government from having discussions if it is in the best interest of the Government to do so. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. The Government will not reimburse any interested parties for any monies spent to provide a response to the combined solicitation/synopsis. Thank you for your interest in providing quality services to the USAFA. Scope of Work (SOW): 1. The Contractor shall annually spray herbicides on 350 acres of rangeland on the U.S. Air Force Academy and Farish Recreation Area to control the following noxious weeds: spotted knapweed, diffuse knapweed, Russian knapweed, leafy spurge, myrtle spurge, musk thistle, Canada thistle, bull thistle, scotch thistle, hoary cress, St. Johnswort, Fuller?s teasel, field bindweed, and yellow toadflax. The Contractor shall also annually control up to 50 Russian olive trees using a stump cut and herbicide application approach. The location of all herbicide treatments shall be coordinated through the Government point of contact (POC), 10 CES/CECN Natural Resources. 2. The application methods used for weed control may include boom and spot spraying (tractor-mounted, truck-mounted, all-terrain vehicle or backpack) during the most susceptible phenological stage for each target weed species. The level of weed control shall be 95% or greater. After 30 days post-treatment, any areas with less than 95% control shall be re-sprayed at no additional cost to the Government. For isolated plants and small populations, mechanical plant removal (pulling or digging) and seed head harvesting may also be used to achieve control. 3. The Contractor shall follow all application guidelines provided by the manufacturer for each herbicide used. The Contractor shall not apply herbicides if the sustained wind speed exceeds 10 miles per hour. 4. The Contractor shall be certified as a Commercial Applicator in the State of Colorado for rangeland pest control and shall provide copies of all certifications, licenses, and insurance certificates via submittal letter to the Contracting Officer who will provide them to the POC. All field applicators and supervisors shall be current in any required safety training. In addition, spill containment and cleaning kits shall be included in each contractor vehicle while on site. Any spill must be immediately reported to the USAFA Pest Management Coordinator, (719)-333-6716, and the USAFA Spill Response Team (911). 5. All herbicide, labor, tools, equipment and supplies needed to perform this SOW shall be furnished by the Contractor. The Contractor shall submit a list of herbicides to be used, along with their respective product labels and Material Safety Data Sheets, to the Pest Management Coordinator. The Contractor shall update this information when a new herbicide is approved for use. Unapproved herbicides may be considered for use if they are authorized by the State of Colorado and a product justification is provided to the Academy Pest Management Coordinator. 6. All herbicides must be approved by the Armed Forces Pest Management Board (AFPMB) (AFPMB - DoD Standard Pesticides & Pest Control Equipment Lists) and the U.S.A.F. Academy Pest Management Coordinator, (719)-333-6716, and shall be tracked through the Installation HAZMAT Management Process (http://www.e-publishing.af.mil/shared/media/epubs/AFI32-7086.pdf). The contractor shall store all herbicides off-site. No chemical mixing or storage shall be permitted on the U.S.A.F. Academy grounds. 7. All herbicide applications shall be recorded on an Air Force Form 1532 and a copy of the form and a calculation of the amount of herbicide active ingredient used shall be submitted to the Pest Management Coordinator on a monthly basis. The Contractor shall also maintain a map of the treated areas and weed species targeted. The map shall be provided to the USAFA Natural Resources Office at the end of each spraying season. 8. Bid Proposal Pricing: Bids shall be submitted on a cost per acre basis for a total of 350 acres. The Contractor shall annually treat a maximum of 350 acres of identified and mapped noxious weed. A separate bid shall also be submitted on a cost per tree basis for 50 Russian olive trees annually. 10. Work Performance Period: Annual herbicide spraying treatments shall occur during the growing season and whenever the phenological condition of the weeds is conducive to achieving the desired degree of control.
