Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation AG-5A12-S-08-0014 is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24. This acquisition is set aside 100% for small business. The NAICS code is 115310; the corresponding size standard is $6.5 million. DESCRIPTION OF REQUIREMENTS: Franklin County WRP Tree Planting Project located in Franklin County, Illinois. This solicitation is to accomplish bottomland and upland hardwood reforestation and restoration on a 1,662 acre site in Franklin County, Illinois. Project involves site preparation, furnishing, storage, and planting of bare root seedlings on three separate sites. Bare root seedling planting lists were selected from native upland and bottomland species types in the geographic area in order to provide for a native woodland restoration to the easement, which was formerly cropland. Offeror is to furnish all equipment, labor, transportation, supplies, materials and incidentals necessary to satisfactorily complete the contract in accordance with the solicitation, specifications, and drawings. Site 1 consists of services for Tracts 1-12 as shown on the drawings. Site 2 consists of services for Tracts 13-26 as shown on the drawings. Site 3 consists of services for Tracts 27-36 as shown on the drawings. AGAR 452.211-73, Attachment to Specifications/Statement of Work is applicable. The following documents made part of this solicitation and any resultant contract and are available for viewing at https://web-review.sc.egov.usda.gov/IL/programs/wrp_ewp/contract_index.html: Quality Assurance Plan; Specifications; and Drawings CONTRACT LINE ITEMS: SITE 1: CLIN 0001a--Mobilization and Demobilization, 1 Job; CLIN 0001b--Planting Trees and Shrub, 550.6 Acres; SITE 2: CLIN 0002a--Mobilization and Demobilization, 1 Job; CLIN 0002b--Planting Trees and Shrub, 448.5 Acres; SITE 3: CLIN 0003a--Mobilization and Demobilization, 1 Job; CLIN 0003b--Planting Trees and Shrub, 663.7 Acres; To be considered for award, Offerors must bid on all SUBCLINs for each site to be considered. Offerors are invited to bid on any one, combination of, or all sites. If awarded multiple sites the Offeror will be required to perform the awarded sites simultaneously. PERFORMANCE TIME: SITE 1: 40 days ARO NTP; SITE 2: 36 days ARO NTP; SITE 3: 50 days ARO NTP Contract time may run concurrently for all items. It is required that work commence within five (5) days after issuance of Notice to Proceed. The actual date work will begin is dependent upon weather conditions and award of contract. Also, weather conditions may cause interruptions in work progress. The Government will issue a Notice to Proceed on the items as soon as weather and ground conditions are favorable for survival of planting stock. The count of contract time will start on the date specified on the Notice to Proceed if hand delivered or the third day after the Post Office has issued a Notice of Certified Mail to the Contractor, or when planting commences, whichever is sooner. Failure of the Contractor to pick up certified mail will not be considered an excusable delay. Whenever the Contracting Officer determines that the temperature, humidity, soil moisture, winds or a combination of these and other physical conditions have become unsuitable for tree survival on any area, the contractor shall move the work force to another to another area as prescribed by the Contracting Officer. When no other area is available, the Contracting Officer will issue a Suspend Work Order for the item and the count of contract time will stop for that item. When conditions are again favorable, the Contracting Officer will issue a verbal Resume Work Order and confirm the verbal order in writing. The count of contract time will resume on the date indicated by the Contracting Officer. It is the Contractors responsibility to keep the Contracting Officer currently advised as to where the Contractor or the Contractors representative may be reached by phone during periods of work suspension. If the Contractor cannot be reached at the phone number provided, or the Contractor fails to leave a number, a written Resume Work Order will be mailed and the count of contract time will resume on the dates specified on the Resume Work Order. The Government anticipates award of up to three separate fixed price contracts resulting from this solicitation to the responsive/responsible Offeror whose offer conforms to the solicitation and is most advantageous to the Government. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation-Commercial Item is applicable to this acquisition. The following factors are included in paragraph (a) and shall be used to evaluate offers: Work Plan and Schedule, Quality Control Plan, Past Performance on Tree Planting Projects, and Safety Plan. Technical and past performance when combined, are significantly more important than cost or price. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial items, applies to this acquisition. Addenda to 52.212-4 includes: 52.228-1, 52.228-16-Alternate I, 52.236-1, 52.236-6, 52.236-8, 52.236-12, 52.237-1, 52.242-15, 52.246-4, 52.246-20, AGAR 452.211-74, AGAR 452.237-74, and AGAR 452.246-70. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The following clauses are applicable in paragraph (b): 52.203-6, 52.219-6, 52.219-8, 52.219-14, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52.232-29, and 52.232-33. Bid guarantee shall be 20 percent of offer. Performance bond shall be 20 percent of contract price. Service Contract Act Wage Determination WD 03-0288 is applicable to this contract. Contractor must perform on the site, and with its own organization, work equivalent to at least 20 percent of the total amount of work to be performed under the contract. The following are made part: AGAR 452.204-70, AGAR 452.215-73, and AGAR 452.236-73. Contract Payment Incentive: The payment amount for each accepted contract line item received ten (10) or more calendar days prior to the end of the contract performance time will be increased by five (5) percent. The payment amount for accepted contract services received within the contract performance time will be made at 100 percent of the original order. The payment amount for each accepted contract line item received after the end of the contract performance time will be decreased by 5 percent.
