Description

The purpose of this pre-solicitation amendment is to add the evaluation criteria (see end of page). This is a pre-solicitation notice for the following: Manufacture Cadet Flight Caps for Men and Women in accordance with the below specifications: The flight caps have to be manufactured in accordance with DFARS 252-225-7001, Buy American Act and Balance of Payments Program. Vendors must be Certified through Wright Patterson AFB. Line items are as follows: 0001 Mens Flight Cap 3,450 each Government Furnished Material Cloth, Elastique, wool. In Accordance With USAFA CU 427-06, dated 9 December 2004 and USAFA Letter of Exception. Bar code sample (atch #2). An adhesive label of regular commercial quality, reflecting the Cadet Issue Division stock number, size and a brief description, compatible with the Government's UPC Code 39 system, shall be affixed to each box. Delivery Requirement; FOB for this RFQ is Destination. Quotations received with FOB other than Destination will not be considered. The deliver date required is 20 May 08. These products must comply with the Buy American Act (100% manufactured in the USA; and at lease 51% of the cost of materials made, fabricated, purchased must be Made in the USA). Request for Quotes (RFQ) will be available on or about 28 March 2008. The RFQ closing will be on or about 9 April 2008. The RFQ will be made available electronically on FedBizOpps. The North American Industry Classification System Code is 315991 and the small business size standard is 500 employees. This is a Small Business Set-Aside. The Government will award a contract resulting from this solicitation to the responsive responsible offeror whose technically acceptable offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate quotes: a. Technically Acceptable b.
