- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotes are requested and a written solicitation will not be issued. This requirement is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. The NAICS code for this solicitation is 611513. The size standard for a small business under this NAICS code is $6.5 Million. This solicitation is set aside for small business concerns. This is a commercial request for the following: 2 qualified instructors to teach up to 15 USAF SERE Specialists 80 hr Wilderness First Responder Course. Curriculum will include the CFETP line items provided by Red Flag CSAR before training. Contractor will provide complete list of required items. Contractor will coordinate air travel to and from Las Vegas, NV for the instructors. Red Flag CSAR will assist in coordinating lodging arrangements that are reasonably close to the training areas. Issuing of a rental car will be at the discretion of contractor. Government transportation to and from the training areas will be available. A no kitchen in lodging facility per diem rate will be $28/day per instructor. 4:30 PM Pacific Standard Time (PST). Unauthorized deviations will void the approval of equipment. If submitting equal items, product literature must be submitted with the quote. Award basis Best Value. The following factors will be used to evaluate the offer: technical capability and price The award shall be made in the aggregate.
