Description
The Fort Bragg Directorate of Contracting intends to negotiate a firm-fixed price contract, on a sole source basis in accordance with 10 U.S.C. 2304(c)(1) and Federal Acquisition Regulation (FAR) 6.302-1, with Cumberland County, 117 Dick Street Fayet teville, NC. Cumberland County is the only Service Provider for the 911 Emergency Management System for Fort Bragg (FB), North Carolina (NC), Pope Air Force Base (PAFB), NC, in the Cumberland County area. The North American Industry Classification System (NAICS) code is 922190, size standard is $6.5 million. The period of performance is 14 April 2008 through 15 April 2009 with four one-year option periods if exercised. The contractor shall provide all personnel, management, tools, supplies, transportati on, labor, equipment and other items necessary to facilitate the coordination and operations of the 911 Emergency Management System, enhance 911 addresses to structures at FB/ PAFB, review, name and address future streets, answer pubic inquires regarding the naming of streets and addressing, indentify roads currently not named where address assignments are needed, document existing addresses and propose corrections if needed, mail or report address change notifications to FB/ PAFB Directorate of Public Wo rks (DPW) personnel, inform governmental and utility companies of address changes, update the FB/ PAFB Centerline Grid map with correct address ranges, provide addressing database to DPW. Award of this requirement will be in accordance with Federal Acquis ition Regulations FAR Part 12, Acquisition of Commercial Items. Interested persons may identify their interest and capability to respond to the requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a det ermination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source negotiation with Cu mberland County.
