Army Contracting Agency, Information Technology, E-Commerce and Commercial Contracting Center - West (ITEC4-W) Directorate of Contracting Operations Branch PO Box 12748, Building 22208 Fort Huachuca, Arizona 85670-2748. The class code Z-Maintenanc e, Repair or Alteration of Real Property support services for Directorate of Public Works, Fort Huachuca, Arizona. This is a sources sought notice for information and planning purposes only. The Government will not pay for inf ormation solicited or any associated costs. The ITEC4-W Directorate of Contracting Operations Branch is seeking information in the form of capability statements from qualified businesses to provide minor construction and real property maintenance and repa ir for Fort Huachuca and various sites in Arizona and Nevada. Services required include but are not limited to: provide real property facility design, maintenance, repair and minor construction support, including buildings, grounds, roads, ancillary facil ities, utilities, and systems, to promote energy and water conservation, and to provide oversight of all construction activities; all labor, materials, supplies, equipment, and management necessary to perform the Job Order Contract (JOC) for Directorate of Public Works (DPW) U.S. Army Garrison, Fort Huachuca, Arizona. The services are for minor construction and real property maintenance and repair. They include but are not limited to the following: Foundation and Site work Curtain walls, doors, w indows, glass Concrete Construction Finished Materials Masonry Construction Fencing Metals Communications Carpentry Elevators/Conveying Syst. Thermal/Moisture Protection Mechanical/Electrical Earthwork Demolition a nd Removal Roads/Paving The Contractor shall be responsible for acquiring the latest version of applicable regulatory or agency guidance. The Contractor, operating as an independent Contractor and not as an agent of the Government, shall provid e all labor, materials, travel, facilities, and equipment, and perform all work identified in each individual task order. The Contractor may be required to perform work under multiple task orders at different sites simultaneously. The Contractor shall be cognizant of all appropriate laws, regulations, and guidance. The Contractor shall ensure that all work activities performed by his personnel, subcontractors, and suppliers are executed as required by these laws and regulations. GOVERNMENT FURNI SHED PROPERTY AND SERVICES: Contractor will not be furnished any government property or services as part of this contract. MATERIALS: The Contractor shall provide all materials and services required to perform the work described in the individual Tas k Orders. EQUIPMENT: The Contractor shall provide all equipment and supervision unless otherwise specified in the Task Orders. This shall include, but are not limited to, the following items: backhoe, crane, trucks, and suitable subsurface drilling/e xcavation equipment to conduct site assessments or foundation investigations, including appropriate survey equipment. All remediation equipment, soil hauling services, and backfill contaminated soil disposal shall be performed by the Contractor. JOC SYSTEM REQUIREMENTS: The latest R.S. Means Facilities Cost Data Base manuals, with the Timberline Precision Estimating Extended Edition for Windows (with Means Integrator) cost estimating software program, referred to as the Computerized Pricing Guide (C PG), shall be the basis for developing project costs. SAFETY: The Contractor shall comply with all Occupational Safety and Health Agency (OSHA) requirements and with Corps of Engineers Safety and Health Requirements Manual EM 385-1-1, (which can be viewed at http://www.usace.army.mil/usace docs). STAFF/LOCATION: The Contractor shall maintain adequate engineering, quality control and administrative staff to respond to the requirements. The Government will provide the Contractor with a temporary parcel of land on Fort Huachuca. The Contractor may, if the Government agrees, place a trailer or temporary building for office use on this land. The Contractor ma y establish an office at an off-post location within 10 miles of Fort Huachuca. The Government will not provide facilities at sites other than Fort Huachuca. This will be a performance-based contract under NAICS Code 236220, Commercial and Institu tional Building Construction. All interested companies having the necessary skills and abilities are encouraged to submit a capability statement of 1-3 pages indicating their ability to perform the effort described above. Response must include the followin g: Size of business and average annual revenue for the past three (3) years; number of employees; ownership (large, small, small disadvantaged, 8(a), women-owned, service disabled veteran-owned small business) current Central Contractor Registration (CCR) information; and a list of similar contracts experience, including government points of contact and phone numbers. Capability Statements should be received not later than close of business 11 April 2008. This synopsis is for information and planning purpos es only and should not be construed as a commitment by the Government. The Government reserves the right to consider a small business set-aside based on responses received.
