- Description
- North American Aerospace Defense Command (NORAD) and United States Northern Command (NORTHCOM) are seeking an educational institution offering a Doctorate of Public Affairs with concentration/cognate in Homeland Security and Defense. The institution must have regional accreditation to award a PhD and functional area (NASPAA) accreditation. Coursework for the degree must include a minimum of 12 semester hours (or equivalent) in which homeland security and homeland defense specific topics constitute the main subject. Total requirements for the degree cannot exceed a maximum of 36 semester hours of coursework plus dissertation with a comprehensive examination required at the conclusion of all coursework. Program must be in place not later than 1 June 2008 and at that time have received all necessary approvals for award to include faculty governance approval, state approval and regional accreditation association approval. A minimum of 9 semester hours or equivalent must be allowed in transfer of the homeland security/homeland defense courses so long as the courses are recent, rigorous, relevant and at the graduate level. The program must be able to accept students within 30 days of contract award and begin classes within 60 days of contract award. The institution must be able to demonstrate current and on-going research in Homeland Security and Defense in areas of interest to NORAD and NORTHCOM which are located in Colorado Springs, Colorado. The program must be cohort based and capable of handling a minimum of 3 cohorts and 45 candidates simultaneously. The program must be available to 15 part-time students per cohort and use hybrid delivery methodology. A maximum of 14 non-continuous weeks in residence may be required. The institution must be able to collaborate with NORAD-NORTHCOM personnel on a regular basis.
